- This is a combined synopsis/solicitation for commercial items prepared in accordance with additional information included in this notice. This announcement constitutes the only solicitation; quotes proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). The solicitation document is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12 and 13 as supplemented with additional information included in this notice. General Services Administration (GSA), Public Buildings Service (PBS), Physical Capital Asset Management Division (PGE), is requesting services to prepare National Register Registration Form and appropriate supporting documentation necessary to nominate properties ? under the authority detailed in Attachment B ? for listing to the National Register of Historic Places. The properties shall be prepared as individual nomination packages, as a complex package, or district. Quotations will be evaluated to determine the best value to the government. Offerors must submit their best and final price for evaluation. The place of performance is 1800 F Street, NW, 4th Floor, Washington, DC 20405. The period of performance will be from date of award and extend 12 months thereafter. The following provisions are hereby applicable and incorporated by reference: FAR 52.212-1, Instructions to Offerors ? Commercial Items; FAR 52.212-2, Evaluation ? Commercial Items; and FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items. Offerors shall include a completed copy of the Online Offeror Representations and Certifications Application. Please refer to http://www.orca.bpn.gov . The Representations and Certifications shall be included with the offer. The following FA R clauses are hereby applicable and incorporated by reference: 1) The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items; and 2) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items; 3) The clause at 52.225-13, Restrictions on Certain Foreign Purchases; and 4) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (ALT I). The following General Services Administration Acquisition Manual (GSAM) clauses are hereby incorporated by reference: 552.215-70, 552.228-70, 552.229-70, and 552,232-70. This acquisition is set-aside for small business concerns. The government anticipates a Firm-fixed price contract. Evaluation Factors: PAST PERFORMACE (1) Offerors must submit Sample National Registry Nomination by individuals who will perform work (2) nominations must be completed, approved and accepted by National Register and (3) Provide references-confirm responsiveness, quality of work, timeliness. TECHNICAL QUALIFICATION (1) Workers must meet applicable Department of Interior Professional Qualifications and the quote must show ability to accomplish the requirements (2)Work samples must show correct use of architectural terminology (3) Writing quality must be in a readable narratives, proper grammar, punctuation, and spelling, (4) Appropriate application of NR Evaluation Criteria and (4) Compelling eligibility justification must be persuasive, logical, and well supported rationale PRICE. All factors when combined are approximately equal to cost or price. All offerors must be registered in the Central Contractor Registration (CCR) before being considered for award. Offerors shall submit their quotes on or before 12:00 noon, E.S.T., Friday, July 31, 2006.
