- B-The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NESDIS/CRAD intends to negotiate with the University of Wisconsin System, Madison, WI on a sole source basis in accordance with the authority of 41 U.S.C. ( c ) ( 1 ) only one source to provide research services for Validating the geolocation and calibration of the VHRR data from INSAT-3A and Kalpana-1 satellites. VHRR data from Klpana-1 Meteorological Satellite as transmitted by the India Meteorological Department, New Delhi to NOAA/NESDIS has been rendered useful through routine geolocation effort at the University of Wisconsin. The results accumulated since May 2005 indicate that the VHRR instrument exhibits some anomalous behavior that manifests itself through some systematic East-West and North-South biases equivalent to about 1.5 or more IR pixels in different quadrants of the image, away from the central portions covering the Indian sub-continent. Geolocated Kalpana VHRR data at SSEC are being currently utilized for rainfall estimation and this work is being continued in the future. It is therefore necessary to continue to geolocate the Kalpana VHRR data and provide it for users and to continue efforts to improve the geolocation with ISRO?s help. Task are 1) intercomparison of the thermal and water vapor channel radiometric calibrations between VHRR data from Kalpana and INSAT 3 A and other satellite data such as from METEOSAT and METSAT by comparing ocean and cloud top temperatures from co-location, concurrent data. 2) Geolocation of INSAT-3A VHRR data. This requires a follow-up request from NOAA to IMD for the delivery of the data as to date the data are not being transmitted from IMD. 3) Comparison of Cloud Motion Vectors from VHRR data and those from other satellites over the region (METEOSAT, METSAT, BY2C) over a selected period and geographical area. 4) Training of IMD/ISRO personnel in New Delhi in the use of MCIDAS and in comparative analysis of INSAT data within MCIDAS. NAICS CODE 541710 This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). This notice of intent is not a request for competitive quotations. Offerors certain they can meet the requirement are requested to submit in writing and affirmative response and technical capability. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies.
