Description
The Centers for Disease Control and Prevention intends to purchase Reagents with a Limited Shelf Life from EraGen Biosciences, Inc, 918 Deming Way, Madison, WI 53717. The Government intends to evaluate offers and award a contract without discussions with Offerors providing the requested product. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. The North American Industry Classification (NAICS) Code is 325413 and the Size Standard is 500 employees for this requirement. Clin 00001: Custom Multicode, Redesign of Custom Multicode six-plex fluorescent bead based assay for coagulation SNO?s for 10. Clin 00002: MC PCR Solution 35 & MC TSE 35 EX (500) reactions. Clin 0003: MC Hibridization Solution A & ERA Coded Bead Mix 30 A (500 Reactions). One six-plex assay will be redesigned for use with the most current set of optimal reagents. Shipments will only be accepted Monday thru Friday from 8:00 am ? 4:30 pm EST with the exception of Federal Government holidays. These reagents are for use with existing custom multiplex assays on genes related to bleeding and clotting disorders which the Vendor has designed for our laboratory. EraGen in the only known company which can design and manufacture these assays which are based on patented AEGIS (An Expanded Genetic Information System) technology exploiting 2 artificial bases, isocytidine and isoguanosine. EraGen Biosciences is a small business who does not market through another source. There is no reasonable expectation that 2 or more small businesses can provide the products needed. This requirement is a small business set-aside. Interested vendors capable of furnishing the government with the products in this synopsis should submit two (2) copies of a quotation to the below address. The quotation shall include the itemized price, prompt payment terms, the F.O.B. Point (Destination or Origin), Taxpayer Identification Number (TNN), Dun & Bradstreet Number (DUNs), and descriptive literature of the product quoted. The quotation must reference Solicitation number: 2006-Q-08785. Quotations will be due five (5) calendar days from the publication date of this synopsis or July 19, 2006, by 8:30 a.m. local time, whichever is later. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the Centers for Disease Control and Prevention, 2920 Brandywine Road, Atlanta, GA 30341, Attention: Dorothy Reed Penix. Email quotations will only be accepted if dated and signed by an authorized company representative to: dfr9@cdc.gov. EraGen Bioscience, Inc., is the only source known to the government that can provide a system with the above characteristics. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow CDC to determine if the party can fully meet the requirements herein. This action is pursuant to 41 USC 253(1) and under the authority of FAR 6.302-1. The requirement will be procured as a commercial item in accordance with FAR Part 12.102(c) under the test program. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The following provisions apply to this acquisition; 52.212-1 Instructions to Offerors - Commercials Items (MAR 2000) applies to this acquisition; 52.212-2, Evaluation - Commercial Items (JAN 1999); the evaluation criteria stated in paragraph (a) of this provision are as follows: (1) technical capability of the proposed system to meet the requirements stated herein, and (2) price. The clause 52.212-4, Contract Terms & Conditions - Commercial Items (MAY 1999) applies to this acquisition. The following FAR Clauses are hereby added to this clause: 52.247-35 F.O.B. Destination; The clause at 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The following clauses listed in paragraph (b) of 52.212-5 apply to this acquisition: (1), (3), (5), (7), (9), (11), (12), (14), (15), (17), (18), (20) and (24). OFFERORS SHALL INCLUDE A COMPLETED COPY OF THE PROVISION AT 52.212-3, OFFERORS REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS, WITH YOUR QUOTE.
