- NOTICE OF INTENT: The United States Coast Guard (USCG) intends to award a sole source firm-fixed price contract to Microsoft Corporation, 8050 Microsoft Way, Charlotte, NC 28273 for Microsoft Premier Support to include an option for Hotfix and Localization. Microsoft applications are used throughout the USCG, only Microsoft Premier Support can provide direct access to Microsoft software developers and proprietary source codes for current and future support. Acquiring support from another vendor would not be cost effective, and there are no authorized resellers for this support. Without the referenced support, the entire USCG standard workstation infrastructure would be vulnerable. Support services include providing technical support as well as assistance in resolving problems when specific symptoms are encountered when using Microsoft NT 4.0. Problem resolution support must be available 24 hours a day, 7 days a week. Problem resolution may include the following: a modification to Microsoft?s NT 4.0 software-code, i.e. break-fix request or security vulnerability; and onsite support if needed. Further support assistance includes: provision of short-term advice; guidance and knowledge transfer for issues reported; and support provided routinely. The period of performance is on or about July 19, 2006 through December 31, 2006. The contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-11. The North American Industry Classification (NAICS) Code is 541511, Size standard $21.0 million is applicable to this requirement. This acquisition is being conducted using procedures prescribed in FAR Part 13.5, Commercial Item Test Program, and FAR Part 12, Commercial Items. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. All capability statements received by 1:00 PM EST on July 18, 2006 will be considered by the Government. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determination whether to conduct a competitive procurement. THE GOVERNMENT WILL NOT PAY FOR COSTS INCURRED IN THE PREPRATION AND SUMBISSION OF DATA OR OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. The USCG intends to make an award on or about July 19, 2006.
