Box 898801 Oklahoma City, OK 73159 July 14,2006 All Interested Parties: The Federal Bureau of Prisons (BOP) is soliciting quotations under Request for Quotations (RFQ) 51306-023-6, for a Portable Air Cooled Chiller Package minimum 500 tons nominal, for the Federal Transfer Center (FTC) Oklahoma City, Oklahoma. Please read the RFQ carefully and be sure that all information requested is included in your quote. Evaluators will neither make assumptions nor draw inferences regarding missing or incomplete data. The quote you submit is what will be evaluated. Missing or incomplete data could result in the elimination of your quote from further consideration. In particular, you should complete FAR 52.212-2, Offeror Representations and Certifications - Commercial Items, and furnish detailed explanations regarding how the requirements will be met. All communications regarding this RFQ, including any of a technical nature, must be made in writing to the Contracting Officer. Questions will not be answered by telephone or in person, since the questions and the Government?s response will be transmitted in writing to all prospective quoters. Questions or comments may be faxed to the attention of the Contracting Officer at (405) 680-4300. Please read the important instructions that are incorporated by reference in FAR provision 52.212-1, ?Instructions to Offerors-Commercial Items?. The Contracting Officer to this procurement is the undersigned. Your attention is directed to the fact that the Contracting Officer is the only individual who can legally commit or obligate the Government to an expenditure of public funds should a contract result from this RFQ. Prospective quoters are also cautioned against discussing the preparation of their quote (or any technical questions) with Government technical personnel. The circumstances of such contact, when verified, may result in non-consideration of the quote. Accordingly, all communication prior to award shall be directed to the Contracting Officer, in writing, at the aforementioned points. Sincerely, //s// Roy E. Franklin Supervisory Contract Specialist Description This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Federal Bureau of Prison, Oklahoma City, Oklahoma is issuing Request for Quotation, RFQ-51306-023-6. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, 05-09. The following is the description of the requirement for Portable Air Cooled Chiller Package minimum 500 tons nominal. Package must include all equipment, accessories, freight, labor and environmental fees. Equipment and accessories must include: 1. Pump cable of 2400 gpm with 120 feet of head. 2. Electrical panel with breakers, no more than 9 conductors, 460 volt, 3 phase. 3. All cabling to feed chillers and pumps. 4. All hoses and fittings to feed chilled water supply and return. Contractors must provide not more than 2 hours response to repair equipment failures. Federal Transfer Center will provide 3 phase, 460 vac up to 1200 amps power source. Delivery will be FOB Destination, with required delivery date of August 9, 2006. Delivery will be made to the Federal Transfer Center, 7410 S. MacArthur Blvd., Oklahoma City, OK 73169. The provision, 52.212-1, Evaluation of Commercial Items, is applicable to this solicitation. Each offer is required per 52.212-3 to complete their representations and certifications via the On-line Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. Clause 52.212-4, Contract Terms and Conditions applies to this acquisition, as well as clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Offers will be due on July 24, 2006. The Contract is a firm fixed price. The government reserves the right upon award to make formal or single awards. The government will award to the responsible vendor whose quote conforms to this request for quotes and is considered to be most advantageous to the government. All future information about this acquisition , including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this solicitation. Payment will be made by eft depending on total cost after complete receipt of deliveries. Faith-Based and Community Based Organizations (AUG 20055) are included.
