- PLEASE DEFER ALL QUESTIONS, AS A RESULT OF THIS SYNOPSIS, UNTIL AFTER THE RELEASE OF THE SOLICITATION. Garrison Dam National Fish Hatchery (NFH) Boiler Project, Riverdale, North Dakota The work shall consist of installing a new Government supplied 675 kW, 480 V, 3-phase electric hot water boiler and all associated piping, including all specified accessories, in the hatchery building boiler room at the Garrison Dam National Fish Hatchery (NFH), Riverdale, North Dakota. Provide and install the electrical supply to the boiler from the existing 13.8 kV electric power at the existing power pole located approximately 160 feet from the hatchery building, including a new pad-mounted 13.8 kV/480 V transformer. The hot water piping between the boiler and the heat exchanger will be a closed-loop system consisting of 4? dia. steel or copper piping and a circulating pump. The cold water piping will consist of 4? dia. PVC piping from a new Government supplied strainer on the cold water inlet in the boiler room to the existing heated water and cold connections to the Salmon building and the existing raceways in the old hatchery building. Used Government supplied (uninstalled) heat exchangers will be used in this system. NOTE: THE GOVERNMENT WILL SUPPLY THE NEW HOT WATER BOILER, THE NEW STRAINER, AND THE USED HEAT EXCHANGERS. THE CONTRACTOR SHALL BE RESPONSIBLE FOR INSTALLING THIS EQUIPMENT AND PROVIDING AND INSTALLING THE REMAINING MATERIAL AND EQUIPMENT REQUIRED TO SUCCESSFULLY COMPLETE THIS PROJECT. This project will require all electrical and plumbing work to be completed by November 1, 2006. The setting of the boiler can occur after this date, dependant on the arrival time of the boiler. The NAICS for this project is 238220. The site of the work is at the Garrison Dam National Fish Hatchery (NFH), located approximately 1 mile west of Riverdale, North Dakota. Contractors are urged to visit the site and become familiar with existing conditions. Failure to ascertain the nature, location, and conditions which affect the work will not relieve the Contractor from the responsibility for successfully performing the work without additional expense to the Government. Site visit information will be included in the solicitation. This installation will be performed in accordance with the specifications and drawings provided with the solicitation. The proposed contract will be awarded under full and open procedures. The Request for Proposal (RFP) will be issued electronically, on or after July 31, 2006, on the Federal Business Opportunities web site at http://www.fedbizopps.gov. The Response Date will be determined upon release of the solicitation. Responses to the solicitation will be accepted electronically, by FAX, or by mail. Questions or clarifications concerning the solicitation shall be submitted by e-mail to jon_morse@fws.gov. Once the solicitation is posted, it is incumbent upon the interested parties to review this electronic website frequently for any amendments/modifications to any or all documents. It is anticipated the following viewers will be needed to view the solicitation and attachments posted: Microsoft Word (.doc) and Adobe Acrobat Reader (.pdf). A firm-fixed price contract will be issued, with a performance period of 60 days. The estimated price range is between $100,000 and $250,000. NOTE: In order to be eligible for award, prospective offerors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov, and complete the Online Representations and Certifications Application (ORCA) at http://www.bpn.gov. Prior to the CCR registration, offerors must have a DUNS number from Dun and Bradstreet at http://www.dnb.com.
