Description

The Naval Air Systems Command, Aircraft Division (NAVAIR/AD) intends to contract on a sole source basis with Decision Dynamics, Inc., 11718 Yates Ford Rd., Fairfax Station, VA 22039-1508, for license renewal of FleetSight Toolkit Software and associated software technical support. The FleetSight Toolkit is a software/analysis tool proprietary to Decision Dynamics, Inc. and is used to model and project Naval Aviation Fleet future Readiness, Reliability, Cost and Schedule effects on engines, secondary power systems, drive systems and other propulsion and power products. This procurement is a sole source requirement under NAICS Code 541511, Custom Computer Programming Services, under the authority of FAR Part 13.5 and 12.6. NAVAIR/AD intends to award a five-year contract with a base year and four one-year options. Decision Dynamics Inc. is the developer, sole supplier and sole distributor of the FleetSight Toolkit Software license and subsequent upgrades, and is the only company with proprietary and legal rights to modify and upgrade the software with enhancements and improvements, as well as sell legal licenses to operate the software. Decision Dynamics is the only firm that can meet the Navy?s requirement. This synopsis notice is issued for informational purposes only and no solicitation or RFP for this requirement exists.
