- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Sea Systems Command intends to issue a fixed-price incentive/award fee Request for Proposal to General Dynamics Bath Iron Works (GD-BIW), 700 Washington Street, Bath, ME 04530, and Lockheed Martin Corporation Maritime Systems & Sensors (LM MS2), 199 Borton Landing Road, Moorestown, NJ 08057, for the construction of follow-on Littoral Combat Ship Flight 0 Class Ships and associated supplies and services. The scope will also include Detail Design; Engineering Design and Post Shakedown Availability (PSA) Planning Yard Services; Life Cycle Engineering and Support; Post Delivery Support; Special Studies, Analyses and Reviews; Provisioned Items Orders; Self Defense Test Ship Combat System Procurement and Installation. GD-BIW and LM MS2 are the only sources with the requisite knowledge of LCS Flight 0 design, construction, systems, and extensive knowledge of, and experience with, mission module interface requirements to efficiently and effectively construct these additional follow-on ships within the required two (2) year construction period per ship, perform the associated services, and integrate the mission modules. Two contracts are contemplated for a total requirement of up to 17 LCS Flight 0 Class Ships, with a base year requirement for up to three (3) ships in FY07, an option for up to six (6) ships in FY08, and another option for up to eight (8) ships in FY09. The contracts will be awarded pursuant to 10 U.S.C. 2304(c)(1), Only one or a limited number of responsible sources and no other type of supplies or services will satisf y agency requirements.
