- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport has a requirement to develop a broadband ocean acoustic laboratory (denoted the Ocean Acre). The basis of this laboratory, the enabling technology, is a robotic, interactive self-contained ocean winch/data acquisition system. This procurement is to procure an Autonomous Profiler which will be outfitted with state-of-the-art Acoustic Vector Sensors and hydrophones, along with essential environmental sensors for hydrography, sound speed and current measurements. The major objectives of the Ocean Acre project are to examine potential Distributed Networked System (DNS) USW solutions by measuring in-situ-sensor, provide a seamless data stream to algorithm developers concurrent with CTD and other environmental data, engineer flexibility and mobility within the profilers, so that the system allows for various non-acoustic (chemical, optical, magnetic) sensors as well and to obtain an extensive environmental data base for the chosen test area. Offerors will be required to submit Technical Proposals that address both Technical Capability and Past Performance. Award will be based on Greatest Value to the Government.
