Description
The purpose of this Amendment is to extend this Combine Solicitation through Thursday, July 20th, 2006. This Amendment will also extend the competition to Full and Open. All responsible sources are permitted to compete. The Food and Drug Administration intends to award a Purchase Order to acquire a used Finnigan LCQ Advantage MAX MS plus Finnigan Surveyor HPLC system on a competitive basis limited to SMALL BUSINESSES. The requested system will be used to compliment, not replace, our existing Finnigan TSQ 7000 mass spectrometer. Unlike our existing instrument the requested ion trap mass spectrometer will greatly enhance our ability to identify the molecular structure of drug metabolites in biological fluids. For compatibility reasons, it is required that this instrument be the exact brand. The following features are required: Finnigan LCQ Avantage MAX MS: 1.Confident impurity identification at the 0.1% level 2.MS/MS and PDA detection for enhanced specificity 3.Easy-to-use XcaliburTM software 4.Open Access software for routine walk-up MS/MS analysis 5.Application-secific software allows fast, efficient data processing 6.Universal Ion Max source 7.Integrates seamlessly with LC Systems 8.Reliability and easy operation 9.Unequivocal compound identification 10.Library searchable spectra 11.Optional MSn capability 12.Compact benchtop instrument Finnigan Surveyor HPLC System: 1.Surveyor MS Pump (Model: SRVYR-MSPUMP) 2.Surveyor Auto-sampler (Model: SRVYR-AS) 3.Surveyor Detector (Model: SRVYR-PDA5) This announcement constitutes the only solicitation. NO REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Interested vendors shall submit their capabilities statement along with their cost quotation, which will be considered if received by the tenth (10th) calendar day following the appearance of this announcement. Response must include the following: (1) name and address of the firm, (2) type of business (i.e. small business, small disadvantage 8(a) certified or not certified, woman-owned small business, veteran-owned small business, etc.) (3) two point of contact: name, title, phone no., fax no., and e-mail, (4) DUNS number, (5) NAICS codes. Award will be made to the vendor who submits the lowest price that meets all specifications and requirements. All responses or questions regarding this posting must be in writing and can be sent via email to Apagan@fda.hhs.gov. No phone calls will be accepted. An award will be made in ten (10) calendar days from the date of this notice. This procurement will be awarded as a simplified acquisition for commercial items in accordance with FAR Subpart 13.5.
