- DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-11. The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500 employees. The acquisition is 100% set-aside for small business. The National Institute of Standards and Technology (NIST) has a requirement for one (1) Ultra-Low Loss Mirror. LINE ITEM 0001: Quantity one (1) each Ultra Low Loss Mirror meeting all of the following required specifications: 1. Ultra low loss mirrors shall be centered at 1650nm; 2. Mirrors shall be fabricated using superpolished substrates with low loss ion beam sputtered coatings; 3. S1 coating specifications shall be as follows: R equals 99.999 percent (total loss goal equals 10 ppm) at 1650nm; R equals 95 percent plus/minus 3 percent at 633 nm; 4. S2 coating specifications shall be as follows: R less than 0.1 percent at 1650 nm; R less than 0.25 percent at 633 nm; 5. Scatter and absorption losses must be kept at the absolute minimum, with a goal of S plus A less than 5 ppm; 6. Transmission loss less than 1 ppm; 7. Super polished subtrates, BK7 or UVFS, 100 cm radius of curvature, 25.4 mm diameter x 6 mm thick, S1 Concave, 100 cm radius of curvature, S2 Plano, Surface quality 10-5, Surface Roughness less than or equal to 0.8 Angrstroms. Quantity of 7. 8. Super polished substrates, BK7, 100 cm radius of curvature, 7.75 mm diam x 4 mm thick. S1 Concave, 100 cm radius of curvature, S2 Plano, Surface quality 10-5, Surface Roughness less than or equal to 0.8 Angstroms. Quantity 20 Delivery terms shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Delivery shall be completed no later than 3 months after receipt of the order. Award shall be made to the quoter who meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation and quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. Offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received by 3:30 p.m. local time on July 26, 2006. E-MAIL QUOTES SHALL BE ACCEPTED.
