Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a noncompetitive basis to CARL ZEISS MICROIMAGING INC., One Zeiss Drive Thornwood, NY 10594, for an upgrade in their high end immunoflorescent microscopy AXIOVERT200M and various accessories. The NIH Stem Cell Unit is dedicated to characterizing and comparing the available federally approved human embryonic stem (c hESC) lines. The primary aim is to establish standards for all aspects of the culture process as well as quality control and monitoring. The NIH is currently investigating advanced methods of quality control, which requires high-end immunofluorescent microscopy. The Apotome microscopy system and associated software programs, offered by ZEISS is an upgrade to the exiting microscopy capability and covers all the immediate and predicted imaging needs of the Stem Cell Unit. In order for the NIH to continue its research this MicroImaging System has become critical in our mission. The delivery date is August 30, 2006. This sole source acquisition therefore is justified under the authority contained in 41 U. S.C. 253 ? (1) and FAR 6.302-1 (a) (2), states that: ?When the supplies or services required by the agency are available from only one responsible source, and on other type of supplies or services will satisfy agency requirement full and competition need not be provided for.? The North American Industry Classification (NAICS) Code is 334516 and the Size Standard is 500. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NO1-60088 may be submitted to the NIDA, Station Support/Simplified Acquisitions Branch, 31 Center Drive, 1B59, Bethesda, MD 20892, Attention: Rosie C. Owens, Contracting Officer.
