Description
The Department of Transportation (DOT), National Highway Traffic Safety Administration (NHTSA), intends to negotiate with Reece Albert, Inc. (RAI), San Angelo, Texas on a sole source basis under the Statutory Authority of 41 U.S.C. 253(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for repair and resurfacing of the Asphalt Test and Non-Test Surfaces on the Track at San Angelo Facility, Goodfellow Air Force Base, Texas. NHTSA, Office of Vehicle Safety Compliance (OVSC) operates a Uniform Tire Quality Grading System facility in San Angelo, Texas. In 1994, OVS installed a Traction Grading Test Track, an oval driving track that features calibrated concrete and asphalt test surfaces for wet traction testing to the requirements of 49 CFR 575.104. The facility is used for compliance testing under the cited NHTSA regulation and for certification testing by tire manufacturers. In order for this track to be suitable for testing, its surfaces must be periodically repaired, maintained and calibrated, as necessary. Reece Albert, Inc is the sole source based on the following: 1. RAI was contracted by OVSC to install the original Traction Grading Test Track to the requirements of Manual for the Construction and Maintenance of Skid Surfaces, National Technical Information Service No. DOT HS-800-814. RAI is the only company that knows the exact sources for the materials and aggregate that was used for the skid surface fabricated in 1990. Any variations will increase the risk of a substandard product. 2. Since RAI performed the basic work, it is best qualified to determine the most efficient way to restore the track, the best way to repair the cracks for surface stability, and the best repair and patching compounds to insure maximum chemical bonding between the old surfaces and the new surfaces. 3. Further, RAI uses proprietary materials obtained from their own quarry to provide the appropriate skid surface coefficient of friction range. The anticipated period of performance is for a 60 days. A fixed price contract is anticipated. No solicitation package will be issued. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms must submit a maximum of three, but not less than two pages addressing their capabilities, as identified above to the named point of contact, providing clear and convincing evidence of the firm?s capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. Telephone calls made in place of the required documentation will not be accepted. For Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small Business and Disadvantaged Business Utilization (OSDBU) has a program to assist minority, women-owned, and disadvantage business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
