- Description - This is a sources sought notice for FR improvements to the ACU (FR ACU). Consideration will be given to all types of FR performance improvements to the ACU, including chemical treatments, blends, fibers and fabrics. The FR ACU should exhibit improved flame resistance while maintaining the current field performance characteristics and fabric performance specifications as specified in the current ACU cloth specification, MIL-DTL-44436A (Class 8 ) including UCP printing and wrinkle free f inish. UCP pattern and color shall be matched according to Section 3.4.1.3 (Class 8) of MIL-DTL-44436A. Participation Requirements - Vendors that submit responsible and responsive replies to this notice will be considered as successful past performers in future PM CIE FR ACU program solicitations. To be considered for this notice, source must submit technical information and test data explaining both the composition of their materials and the performance expectations of the material as described in the Additional Participation Requirements section b elow. ACUs should be manufactured according to the design outlined in FQ/PD 04-04A and FQ/PD 04-05A. Findings do not need to be FR and finding color does not matter for this notice. Although UCP printing is required, print will only be evaluated for t he purpose of colorfastness and flammability. Source must have in use a Quality System that conforms to the ISO 9001:2000 requirements. Additional Participation Requirements - Source must submit 6, unwashed, Medium Regular (MR) ACU sets complete with labels stating manufacturer and fabric composition/identification, along with 5 linear yards of fabric for FR and/or physical evaluation. Source must submit the following key test results as specified in MIL-DTL-44436A (Class 8) as well as After Flame, After Glow, and Char Length results from the Vertical Flammability test as specified in ASTM D6413. Vertical Flammability results should be submitted both before and after 25 launderings (AATCC-96 Vic): Weight, Breaking Strength, Tearing Strength, Fabric Appearance, Dimensional Stability, Colorfastness to laundering, and Visual Shade Match (paragraph 3.4.3). Source must also submit documentation as specified in Paragraph 4.4.2.1 of MIL-DTL-44436A specifically including all appropriate MSDS information. Source must submit a cost per square yard of fabric and cost per 1000 ACUs. Source must submit a statement reflecting Berry compliance status. Non-compliance does not exclude items from consideration. Source must submit a description of the quality system. Source must submit all required items NLT 15 August 2006. Evaluation Process - All submitted ACUs will be inspected to ensure compliance with the referenced design specification. Items will then be ranked according to the following weighted formula. All laboratory results 50% Cost 50% The top eight sources will then be evaluated on the instrumented manikin as indicated below. Three of the six ACUs will be laundered once and the other three will be laundered 25 times. All six ACUs will be evaluated for burn injury prediction (with standard cotton undergarments) according to ASTM D1930-00 on an instrumented manikin using a 4 second, 2 cal/sq. cm-sec, simulated flash fire exposure condition. Further laboratory evaluations may be performed using the five yards of submitted fabric. These tests would be preformed on all manikin tested items. Examples of additional tests that may be performed are: Abrasion Resistance, Wickability, Total Heat Loss, Thermal Protective Performance, Thermal Shrinkage. Items will then be ranked according to the following weighted formula. All laboratory results 25% Cost 25% Overall burn injury prediction 50% The top three items will form the baseline for PM CIEs future FR ACU Program.
