- This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number Q5120065483 is issued as a Request for Quotations (RFQ). The National Park Service intends to issue a Firm-Fixed Price contract. Contractor shall deliver 2,700 tons of Base Rock, Department of Transportation Standards (Section 911) between September 01, 2006 and September 29, 2006. Delivery location is approximately 35 mile east of Naples, Florida and approximately 50 miles west of Miami, Florida on US41. More specifically, base rock will be delivered to Bass Lake Road which is 1.6 miles east of Big Cypress National Preserve Headquarters. Dumping site will be accessed via stabilized dirt road, which is less than 1 mile off of paved road. Delivery will be made Monday through Friday, 8:00am -4:30pm. All responsible sources shall quote per ton, by the deadline, to be considered. The Government will award a contract resulting from this solicitation, to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. This is a Commercial Item Acquisition, FAR Part 12 applies. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-11. The NAICS is 213321, the size standard is 500 employees and is set aside for small business. Instructions to Offerors-Commercial 52.212-1, applies to this acquisition. 52.212-2 Evaluation-Commercial Items applies, while price may be a significant factor in the evaluation of offerors, the final award decision will be based upon a combination of price and other factors described in the solicitation. 52.212-3 Offeror Representation and Certifications-Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions Required Implementing Statutes or Executive Orders commercial items, all apply to this solicitation. Evaluation factors for award: Award of contract will be evaluated on price-related factors and past performance. All offers are due at the National Park Service, Big Cypress National Preserve, 33100 Tamiami Trail E, Ochopee, Florida 34141, no later than close of business on August 10, 2006.
