Description
Niobrara Missouri National Scenic riverway has a requirement forRADIO COMMUNICATIONS SYSTEM Background: A 76-Mile section of the Niobrara River was designated as a component of the Wild and Scenic Rivers System in 1991. The goal for management of the river is to preserve and protect the scenic, recreational, paleontological, geological, and fish and wildlife values. The NPS needs to construct a digital-narrowband (EIA/TIA-102 compliant) radio communications system that will service primary park operations in support of law enforcement, emergency management, maintenance, resource management, interpretive, and administrative functions. Project Goals: This Scope of Work must accomplish five basic tasks (see System Components for details): 1. Install a base station, antennae and all necessary hardware and wiring at the Valentine Ranger Station in Valentine, Nebraska. 2. Construct and install a radio repeater system on private land adjacent to Smith Falls State Park. 3. Construct and install a radio repeater system at a site designated as "Norden", located about 1 mile north of The Nature Conservancy's (TNC) Niobrara Valley Preserve headquarters (N42-47-55.8 x W100-01-45.7) See reference documents; diagrams, drawings, maps, and photos. 4. Ensure that all systems are operational and meet required specifications. Tasks to be Completed (deliverables) include: 1. Excavate hole and pour fiberglass-reinforced concrete base (?4.2 cubic yards) for anchoring a 32' tower (Valmont 45V ) at the Norden and Smith Falls repeater sites. Fiberglass-reinforced concrete will be used throughout. 2. Pour fiberglass-reinforced concrete slab 7 ft. x 7 ft. x 5 in. (?1.1 cubic yards) for setting/anchoring equipment shelters (must assemble buildings) at the Norden and Smith Falls repeater sites. Fiberglass-reinforced concrete will be used throughout. 3. Trench or string electric cable from power pole to site and connect power from meter to equipment (Smith Falls and Norden). 4. Erect, assemble, and install equipment shelters, towers, repeaters and antennae 5. Assemble/install all necessary components and bring repeaters into working order 6. Assemble and erect chain-link enclosure fence (concrete poured in post holes) 12' x 18' x 6' high, with gate (exact materials to be determined). 7. Install pole (anchor to side of building) & antennae, base station and all necessary equipment at Valentine Ranger station 8. Assure that all radio equipment installed functions properly per technical and industry standards and per specifications associated with this equipment. 9. Assure that radio equipment installed provides all basic functionality required and identified for individual park applications and general park operations. 10. Contractor will provide training session on features of each model radio to two park employees. 11. Contractor will document make/model, model numbers, serial numbers, installation location, and any other relevant information for equipment installed per this task order. 12. Re-package and return all unused items and materials to the NPS, using original boxes and packing materials. Include operator manuals, packing slips, extra brackets, switch covers, cables, hardware, etc. System Components (See Bill of Materials for details) 1. Valentine Base Station The ranger station is approximately 15' high on the roof ridge. Will require light-duty mono-pole mast (such as a pipe), transmission-line, and all associated hardware. The NPS will supply the antenna. 2. Smith Falls The Smith Falls site is located on private land, about 1.8 miles east of Smith Falls State Park (N42-53-47.6 x W100-17-29.6). The contractor shall assemble and install the following system/site components: A. Daniels Electronics Radio Repeater B. Sinclair RF Duplexer. C. Valmont 45V radio tower (Base-plate + two 10' sections + one 12' top section) D. Reinforced concrete tower base, 5.25 ft. x 5.25 ft. x 4.2 ft. (?4.2 cubic yards total). E. Antenna w/ associated transmission-line and hardware. F. Reinforced concrete slab, 7'x 7'x 5" (base for equipment shelter). G. 6'x 6'x 8' "Enviro-Building" equipment shelter, assemble and anchor. H. Lightning protection and grounding components (ground rods, ground straps, grounding brackets, "poly-phaser" surge suppressors, etc.). I. AC Power meter, load center, electrical outlet, and all wiring necessary for providing commercial AC power to the site (see task-3). J. Chain-link enclosure fence (concrete poured in post holes) 12' x 18' x 6', with gate (exact materials to be determined). 3. Norden (N42-47-55.8 x W100-01-45.7). Pick up all radio equipment, buildings, etc. at headquarters office in O'Neill, Nebraska. 2. All basic radio equipment will be provided by the NPS. 3. Testing and programming equipment, hardware, tools, wire, cable, concrete, vehicles, fencing, mixers, and equipment needed to erect towers, dig trenches, anchor buildings/tower or other necessary apparatus must be supplied by the contractor. 4. Readily available power sources and water are located at the Valentine Ranger Station.(NPS). 5. The two field repeater sites (Smith Falls and Norden) have no water; power poles are nearby (within 50'-100'). 6. Travel to and from work sites is the responsibility of the contractor. 7. The contractor may need to employ subcontractors to perform and carry out some local work or labor (pour concrete, trenching, electrical, bring power to sites, etc.) 8. Access to Smith Falls & Norden repeater sites will require 4-WD (or equivalent) vehicle. 9. It's approximately 21 road miles to the Smith Falls repeater site and about 38 road miles to the Norden site from Valentine, NE. 10. The 7'x 7' concrete slabs will be aligned with sides facing North-South-East-West. 11. The equipment shelters for Smith Falls and Norden will be placed at the center of each slab with long edges aligned with the slab and with the door facing South. 12. The equipment will be rack mounted. Racks will be positioned 3' in front of the back wall and 2' from the wall with the cable-entry port. The rack will position equipment so that it faces the door. 13. All cables, wiring, and interconnecting hardware will be laid-out orderly and symmetrically. Criss-crossing of wires and cable will be kept to an absolute minimum 14. The contractor must field verify the position and placement of all components, including concrete slabs, tower bases and shelters before proceeding with excavation. 15. All work will be conducted in accordance with professional industry standards for jobs of this nature. 16. A philosophy of minimal land impact and disturbance will be implemented for this contract. Any land disturbance will be mitigated with final approval by NPS. 17. Contractor will be required to clean up and remove all debris from each work site and dispose of in accordance with local regulations. Sites will be cleaned-up at the end of each work day and when the project is completed. this project is a lump sum contract. The magnitude for this project is between $25,000 and $100,000. P&SY299, NAICS:236220, Small Business Size Stanard is $31.0 million.
