Description
THIS PRE-SOLICITATION NOTICE IS FOR INFORMATION ONLY. DO NOT REQUEST SOLICITATION DOCUMENTS UNTIL THE RFP IS ISSUED. The RFP will be issued on or about August 16, 2006. In accordance with FAR 5.102 (a) (7) availability of the solicitation will be limited to the electronic medium. The solicitation will be available for viewing and downloading at Internet web address http://www.esol.navfac.navy.mil. This Pre-Solicitation Notice is for Replacement of the Existing Uninterruptible Power Supply (UPS) and Switchgear for Defense Information Systems Agency (DISA) at Tinker Air Base in Oklahoma City, OK. The contractor shall furnish all management, supervision, personnel, transportation, equipment, labor, tools, supplies and quality control to perform all contract requirements. A firm fixed price contract is anticipated. The proposed contract will be 100% set-aside for 8(a) contractors nation-wide. The North American Industry Classification System (NAICS) code for this procurement is 238210. The Small Business size standard for this NAICS code is $13 million (average annual receipts for the past three years). All prospective offerors are encouraged to register as plan holders on the website. Notifications of any changes (amendments) to the solicitation may be made only on the Internet. It will be the contractor?s responsibility to check the website for any posted changes. All prospective offerors are reminded in accordance with DFAR 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (Mar 2000), lack of registration in the CCR database will make an offeror ineligible for award. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to this solicitation will be the ?Best Value? to the Government. Proposals will be evaluated using source selection procedures. Evaluation factors include Technical Approach/Methods, Management, Past Performance and Cost/Price. The Government reserves the right to: reject any or all proposals at any time prior to award; negotiate with any or all Offerors; award the contract to other than the Offeror submitting the lowest total price; award to other that Offeror submitting the highest technically rated proposals; and award to the Offeror submitting the proposal determined by the Government to be the most advantageous (best value) to the Government. OFFERORS ARE ADVISED THAT AN AWARD MIGHT BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS SUBMITTED. Offers should be submitted in the most FAVORABLE terms. Offerors should not assume that they would be contacted or permitted an opportunity to discuss and or revise their proposals.
