Description
NASA/LaRC has a requirement for Tektronix test equipment, including: an Arbitrary Function Generator, Digital Phosphor Oscilloscope, Automotive Serial Triggering and Analysis Software, Embedded Serial Triggering and Analysis Software and BNC Probe NASA/LaRC intends to purchase the items from Tektronix Inc. in order to conform to previously purchased equipment used to support the Distributed Flight Control System (DFCS) project, a cooperative research project with NASA/LaRC and Honeywell Inc. The equipment has been integrated into existing test equipment and created custom software modules. In order to maintain the required compatibility with the Honeywell DFCS system, and the ability to use the existing software, NASA must purchase an identical suite of test equipment. Award to any other source would result in substantial duplication of costs to the Government, which is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 31, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
