- Description: This is a brand name or equal combined synopsis/solicitation, 07-6077 for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with the additional information included in this notice. This also serves as a notice of intent for Brand Name or Equal (Ref. FAR 52.211 ? 6) Technical literature must be submitted for ?equal? products offered for the government to perform a technical evaluation. No further request will be made to obtain required literature and failure to submit may result in your offer being eliminated from award consideration. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-09 and Defense Acquisition Circular. The offeror shall provide separate pricing for each of the following contract line item numbers (CLINs). CLIN 0001 ? 1 each - Broadband Signal Analyzer and Generator. Part Number CS65020F-12G-RF3G with 12-bit resolution, 60 MHz of instantaneous bandwidth, tunable 10 MHz to 3 GHz RF Range, and 12 GBytes of high speed signal memory. System includes: ? Dual Xeon 2.8 GHz controller running Linux. Includes 4 GB system RAM, removable system hard drive, 73 GB removable data hard drive, DVD-R/W drive, 10/100/1Gb Ethernet interface (x2), serial interface, USB interface, video interface, keyboard and mouse interface ? 12 bit high performance ADC and DAC with 12 GBytes of high-speed shared memory (38.3 seconds maximum signal recording or playback time at full bandwidth). Maximum input and output level is 0 dBm into 50 ohms. ? RF Up/Down converters tunable from 10 MHz to 3 GHz ? Internal Low Phase Noise synthesized sample time base with 1 Hz tuning resolution ? Precision 10 MHz internal reference ? Anti-aliasing and reconstruction filters ? Internal (SW) and external (TTL) record triggering ? Internal (SW) and external (TTL) playback/generator triggering ? Rack mount chasses w/ digital interconnects ? Keyboard and mouse ? BSA-BASIC analyzer/recorder control and monitoring SW application ? VSS-BASIC generator control and monitoring SW application ? Local control only (through GUI) ? User manual CLIN 0002 ? 1 each - DN/UP-CONV-512 Add Digital Downconverter (DDC) and Digital Upconverter (DUC) to the data path of the BSAG. DDC and DUC can be switched in and out of the data path. This option allows the user to select bandwidths of 60 MHz, 42 MHz, 21 MHz, 10.5 MHz, 5.25 MHz, 2.625 MHz, 1.312 MHz, 656 KHz, and 328 KHz with a 210 MHz sample rate. CLIN 0003 ? 1 each - Transit Case 10U Integrate system into 10U transit case. CLIN 0004 ? 1 each - 1U KVM 17 1U rack mount, standard mouse, keyboard, 17? flat panel monitor. CLIN 0005 ? 1 each - Site Install 2 US Site Integration and 2 days training by Aeroflex Cupertino Staff. Training will be hands on with the system including all installed software packages. CLIN 0006 ? 1 each - BSA-RFSP The RF Signal Parameterization (BSA-RFSP) Analysis Function analyzes BSA memory or recorded files and automatically develops a spreadsheet ?table of contents? in ASCII .csv data format of time, frequency, power, and bandwidth parameters for all signals in the file exceeding a user settable threshold. CLIN 0007 ? 1 each - 1 SW TUNER On file save, software will tune and decimate data to user specified settings. CLIN 0008 ? 1 each - BSA- Signal analysis software module for measuring MODULATION simultaneous signal data, amplitude, frequency, DOMAIN as phase plotting in time domain. CLIN 0009 ? 1 each - BSA-AM/FM/PM Signal analysis software module for measuring AM, FM, and SSB signal parameters recorded on BSA. CLIN 0010 ? 1 each - BSA-CHANNEL Signal analysis software module which measures total POWER RMS power in band-limited channels of the passband for up to 40 different user-defined bands. CLIN 0011 ? 1 each - BSA-PSK/QAM Signal analysis software module which includes robust PSK demodulation and analysis up to 256 PSK and QAM demodulation and analysis up to 1024 QAM. CLIN 0012 ? 1 each - BSA-PSK/QAM Signal analysis software module that estimates EST the modulation of a signal within a user supplied frequency band. CLIN 0013 ? 1 each - BSA-PSK/QAM Signal analysis software module that estimates gain Gain/Phase and phase distortion in the input signal and plots the results. CLIN 0014 ? 1 each - BSA-FSK Analysis software module for continuous FSK modulation. CLIN 0015 ? 1 each - BSA-ASK Analysis software module for continuous ASK modulation. CLIN 0016 ? 1 each - BSA-PSK/QAM Signal analysis software module, which includes BURST robust parameterization of burst BPSK, QPSK, PSK/QAM OQPSK, 8PSK, and 16QAM, modulated signals. CLIN 0017 ? 1 each - BSA-ASK Signal analysis software module for measuring BURST bursted frequency hopped signal parameters for signals with ASK data modulation recorded on BSA. CLIN 0018 ? 1 each - Streaming ?S? Streaming to RAID. CLIN 0019 ? 1 each - HSDSS1000 1TB Data storage system. The proposed contract is 100% set aside for small business concerns. North American Industry Classification System Code 334220 and Size Standard not to exceed 750 employees. A firm-fixed price contract is contemplated. The anticipated award date is two weeks after response/closing date. FOB destination and delivered to National Assessment Group, 2251 Wyoming Blvd. SE, Kirtland AFB, N.M. 87117-5609. FAR 52.212.2, EVALUATION-COMMERCIAL ITEMS applies to this acquisition, paragraph (a) The Government contemplates awarding a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation will be based on the (1) Capability to meet the specifications described in CLINS 0001 ? 0019 above, (2) Price.
