Description
OVERVIEW The NATO Maintenance and Supply Agency (NAMSA) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to provide bids for the construction of aircraft operating surfaces and operational facilities at Kandahar airport, Afghanistan, in support of the International Security Assistance Force (ISAF). NAMSA is acting as the Host Nation for the implementation of ISAF ENG 074C Project 5VA30333-0 and ISAF ENG 078 Project 5VA30335-0 entitled Kandahar Airport Deployed Operating Base - Aircraft Operating Surfaces and Operational Facilities - Phase 2 - Construction. Due to the urgency of this requirement, the NATO Infrastructure Committee has authorized this project under Supreme Headquarters Allied Powers Europe (SHAPE) Bi-Strategic (Bi-SC) Command Procurement Directive 60-70 instead of NATO Security Investment Program (NSIP) Document 2261. The estimated value of this project will not be disclosed at this time. The envisaged bidding procedure for this ICB will include a list of registered firms identified from the NAMSA Source File as well as the opportunity for the Nations in response to this NOI to nominate additional bidders. NAMSA intends to use the Sealed Bids procedure. The estimated value of this project was not provided. The reference of the IFIB is PP-KAF Aircraft Operating Surfaces (Phase 2)/NOI. The U.S. Department of Commerce will be using the reference IFIB-PP-KAF-AircraftOperatingSurfaces-Phase2-NOI. SYNOPSIS OF THE REQUIREMENT The works, object of the contract, include the provision of services to investigate, design, build and commission aircraft operating facilities, maintenance facilities and other airfield related facilities at Kandahar Airport in Afghanistan. While Phase 1 works are under construction, these works of Phase 2 will be designed and started as soon as possible. 1. Fixed Wing (FW) Aircraft parking platforms for tactical and transport aircraft (as projected in phase 1 SOW) and adjacent taxiways; 2. Taxiways connecting the existing runway with the parking platforms (taxiway bravo north and 475 m of taxiway sierra); 3. Airfield lighting, including taxiway lighting, hangar apron floodlighting, backup generator and power distribution; 4. Airfield Field Operation Centre (AFOC); 5. Airfield Operating Surfaces (AOS) markings; 6. Maintenance Hangar for FW Close Air Support (CAS) aircraft (using the base platform built under phase 1); 7. Maintenance Hangar for FW Transporter Aircraft (FW TA); 8. Quick Reaction Alert (QRA) Accommodation (using the platform built under phase 1); 9. Sanitary container; 10. Utilities including electrical power, Information Technology (IT) conduits, water supply, drainage and sewage system (where specified). SPECIFIC TERMS AND CONDITIONS a. Period of Performance: 180 calendar days from Award of Contract b. Partial Bidding: Not allowed. c. Follow-On Services: None envisaged at this stage. d. Optional Requirements: None envisaged at this stage. e. Quality Assurance: To be provided at the time of the ICB. f. Security Level Required: NATO UNCLASSIFIED g. Language - The Invitation for International Bids (IFIB) and the subsequent procurement contract will be in the English language. Offers and any communication to be made by the bidders, and any technical data or documentation to be furnished by the contractors must be also in English. h. Currency Conversion Rates - N/A at this stage. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. Please visit the following website for instructions on applying for approval to bid on NATO projects: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm With the exception of those firms already nominated as identified as potential sources from the NAMSA Source File, additional firms must be introduced by their National Delegations with the required Declaration of Eligibility (DOE). A firm that has been approved for bidding on NATO projects must request that the U.S. Department of Commerce issue the required DOE for each project on which the firm wishes to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which in turn forwards it to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the Host Nation when the Invitation for International Bids (IFIB) has been issued. IMPORTANT DEADLINES 1. Final date for the U.S. Department of Commerce to submit a Declaration of Eligibility on your behalf: 28 July 2006 2. Anticipated date that the Host Nation will forward the Invitation for International Bids (IFIB) to those on the Bidders List: no later than 31 July 2006 3. Anticipated closing date for receipt of bids: TBD 4. Anticipated contract award date: TBD The Bidders will be allowed not less than 42 days to reply to the relevant IFIB. The bids to be received in response to the NAMSA IFIB mentioned above will be valid for a period of 120 days.
