Description
OVERVIEW The Spanish Ministry of Defense intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program (NSIP). Eligible firms will be invited to bid on works related to developing a Public Access Network (PAN) for processing and storing NATO RESTRICTED (NR) and NATO UNCLASSIFIED (NU) information as well as allowing access to the public internet. The main purpose of the project is to standardize and upgrade different Public Access (PA) LANs throughout the Allied Command Europe (ACE), in order to create an ACE-wide consistent baseline in the NR/NU domain space. The main project objective will be to extend the Automated Command and Control Information Systems (ACCIS) Core Capability to the Management Information Systems (MIS) Bi-Strategic (Bi-SC) PA domain (Project 2001/51S03024) at Life Cycle Cost (LCC)-Land Madrid, Spain. In order to achieve these objectives, the project will provide the equipment and works to support the implementation of a NR/NU LAN in the CC-Land HQ Madrid and NATO CIS Services Agency (NCSA) Sector Madrid. This will require the provision of equipment and works included in the following general categories: - 2.1 Desktop workstations, laptops, and peripheral equipment; - 2.2 Networking hardware and local cable and wiring support; - 2.3 Servers to support, firewall, DBMS, EMS, anti-virus, storage, and WINDOWS 2003 infrastructure services; - 2.4 Hardware/software to support security service requirements; - 2.5 Contract support to install the system and, if necessary, to perform system transition works that may be required. Project 2001/51S03024 is to be implemented by various host nations where the different ACE headquarters and facilities are located. Hence Spain is serving as the Host Nation for the part of the project falling under the scope of CC-LAND HQ Madrid and NCSA Sector Madrid, which was authorized by the NATO Infrastructure Committee. The specific Host Nation body responsible for the implementation management is the Spanish NSIP Project Joint Office (NSIP PJO). The estimated value of this project is 2.1 million EUR ($2.6 million USD). The reference that will be used to identify the documents related to this project is ESP/NPJO/2001/51S03024-0/ICB-1. The U.S. Department of Commerce will be using the reference IFB-SPAIN-2006-ESP-NPJO-2001-51S03024-0-ICB-1. SCOPE OF PROJECT Project 51S03024 intends to provide CC-Land HQ Madrid with a LAN infrastructure that makes possible to process and store NATO UNCLASSIFIED information as well as the required connectivity to the public internet. This network is referred to as the Public Access Network (PAN). The infrastructure to be implemented under this project will be integrated by the following items and subsystems: - A number of user workstations, laptops (for mobile users), and peripherals (black and white and color printers and scanners) for the Public Access Network (PAN) users; - A server subnet. The servers in this subnet will provide the required services for the PAN user community: infrastructure services as well as mail, print, fax, file, database, http, antivirus, and EMS services; - An entry-level storage area network; - A security subsystem to protect the entire PAN network infrastructure (firewall); - A subnet that will allow a secure and controlled access to the Internet for internal users (Web browsing and SMTP relay); - A subnet to provide limited connectivity for limited access users; - The required networking infrastructure for interconnecting all the elements described above; The following is a summary of the pieces of equipment and services included in the project for the implementation of the Public Area Network (PAN) in the CC-Land HQ Madrid: - General Purpose Server: 11 - Firewall (High Performance Server): 1 - Workstation (High Performance): 1 - Workstation (Standard): 194 - Laptop: 40 - Printer (Local): 43 - Printer (Network BW Small): 27 - Printer (Network COL Laser): 20 - Scanner: 30 - SAN System: 1 - Large IP Switch: 2 - Medium IP Switch: 18 - Medium Router: 1 - Cabling and Racks: N/A - Software: SAN and Network Management Software - Services to be provided: Installation, Documentation, Training, and Contract Services Support BIDDING PROCEDURE Personnel working on this project, or visiting installations and/or working at NATO sites, are required to have a NATO SECRET security clearance. It is the responsibility of the contractor to ensure that the Defense Industrial Security Clearance Office (DISCO) forwards to DAT the NATO clearance certifications for all personnel assigned to the contract. The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which in turn forwards it to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the Host Nation when the Invitation for International Bidding (IFB) has been issued. IMPORTANT DEADLINES 1. Final date for the U.S. Department of Commerce to submit a Declaration of Eligibility on your behalf: 28 July 2006 2.
