- OVERVIEW The NATO Supreme Allied Commander Transformation (SACT) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid to provide Consultant Services-Operational Analysis Support to the Joint Analysis and Lessons Learned Centre (JALLC), Lisbon/Monsanto, Portugal, for Calendar Year 2007 with the potential to be renewed for an additional two years. HQ SACT, located Norfolk, Virginia, is serving as the Host Nation for this project, which was authorized by the MBC. HQ SACT intends to use basic two envelope bidding procedure. Partial bidding is not authorized. The estimated value of this project was not provided (Budget Code 258-CISI 711311). The reference for this project is ACT-JALLC-06-09 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using as its reference IFIB-ACT-JALLC-06-09. SCOPE OF PROJECT One company specialized in Operational Analysis in Combined and Joint Military environments shall provide continuous and flexible specialist support across a changing and emerging list of requirements. Contractor personnel shall provide advice to the JALLC Command Group, Analysis Project Managers and individual Military Analysts. As integrated members of varying analysis teams, they shall intellectually guide the systematic data collection and analysis of observations from operations (currently the International Security Assistance Force (ISAF), the Kosovo Force (KFOR), Operation Active Endeavour, the NATO Training Mission-Iraq (NTM-I), and the African Union Mission in Sudan (AMIS)), Combined Joint Task Force/NATO Response Force (CJTF/NRF) Exercises and (MN) Experiments, and Lessons Learned Database management. Contractor will support concise report writing and apply quality control to Lessons Identified/Learned proposed for implementation by other NATO bodies and organizations. The spectrum of professional individual requirements differs by task, but, in general terms, they include strategic and operational planning, process modeling, idea generation, decision-making techniques and process improvement. At least 50 percent of the contractor personnel shall have personal experience with the Effects Based Approach to Operations (EBAO). The contractor will use the JALLC IT (Group System Version 2). ELIGIBILITY The IFIB package will contain material classified up to NATO UNCLASSIFIED. Companies which have performed similar contracts within the last two years substantially similar in scope to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation and possess at least a valid NATO SECRET level security clearance, have at least a bachelor-level degree from a recognized degree-granting institution, and have a minimum five years experience in a related field. Firms must be nominated by their National Authorities with the required Declaration of Eligibility along with verification of their security clearances (if applicable). Requests for participation received directly from firms cannot be considered. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Those firms that are nominated to bid will be added to an electronic distribution list of firms eligible to bid on this ICB project. When the Invitation for International Bidding (IFIB) is issued, those firms will be notified electronically and will be instructed to download the tender documents on the following website: http://www.act.nato.int/budfin/rfpmain.htm As provided for under MBC rules, however, nominations from interested firms will continue to be accepted by the Host Nation after the IFIB is issued and until the bid closing date.
