Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis under the authority of FAR 13.106(b)(1), with Espec North America, Incorporated, Hudsonville, MI to upgrade a custom designed heating, air conditioning, and ventilation system (HVAC). The HVAC upgrade is necessary to accommodate current and future emissions testing in a large chamber in the Building and Fire Research Laboratory (BFRL) at NIST. The upgrade design requires (1) Air Flow Modification and (2) a Remote Operation Interface. Since the HVAC system was custom made by Espec, they have the expertise of performing the required upgrades without voiding the existing warranty on the system. ****** The period of performance is from the date of award through eight (8) weeks thereafter. *****The North American Industry Classification System (NAICS) code for this requirement is 333415 and the size standard is 750 employees. The Government anticipates the award of a fixed price purchase order. This notice of intent is not a request for competitive quotations and no solicitation package will be issued. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A solicitation will not be issued. See note 26.
