Description
The U. S. Department Commerce/National Oceanic and Atmospheric Administration/ NESDIS/ORA intends to negotiate with George Mason University, Fairfax, VA on a sole source basis in accordance with the authority of 41 U.S.C ( c ) ( 1 ) only one source to provide continued research services for the Development of GOES-R Land Surface Temperature Algorithms. The objective of this work is to develop and evaluate the performance of algorithms to generate Land Surface Temperature (LST) from GOES ABI data under the Cooperative Research Agreement between NOAA/NESDIS and George Mason University. This is a on going research program where the University has developed advanced geometric optics modeling techniques and they have radiative transfer models that accurately simulate the radiances form satellite imagers. Task will be to develop a set of TOA brightness temperatures in the ABI, AVHRR, MODIS and VIIRS spectral bands. Add appropriate sensor noise and emissivity uncertainties in the simulated data. Use the data sets to test a range of published Land Surface Temperatures (LST) algorithms. Begin compilation of geometric optics data sets to generate such quantities as shadow and sunlit fractions for various land covers and for various observation and illumination geometries. Begin ATBD for GOES-R LST. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100,000). This notice of intent is not a request for competitive quotations. Offerors certain they can meet the requirement are requested to submit in writing and affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later then 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the of Sally Huber, Contract Specialist. Note 22 applies.
