- The Government intends to solicit and negotiate on a sole source basis with Rutgers University, 54 Joyce Kilmer Avenue, Piscataway, New Jersey 08854 to develop a Northeast Snowfall Impact Scale (NESIS) like impact scale for other regions of the United States using the same algorithms and methods as the NESIS. The tasks to be performed as part of this project are as follows: 1. Identification of candidate snow storms for each region of the nation from historical data records from the late 1800?s to present. 2. Collection and additional quality control of snowfall amount. 3. Analysis of each candidate event using the ArcGIS system. 4. Calculation of the impact scale values for each historical snowstorm. 5. Development of automated GIS scripts for generation of impact scale values within 24 hours of a major snow event. The individual in charge of this project will be expected to have a minimum of a M.S. in Atmospheric Science, Climatology or a related discipline and demonstrated experience performing snow-related climate analyses using in-situ databases. The individual will also be expected to have demonstrated programming expertise with FORTRAN, ArcGIS and scripting languages such as Perl. Scale to be delivered F.O.B. Destination to the U.S. Department of Commerce, National Climatic Data Center, 151 Patton Avenue, Asheville, North Carolina 28801-5001. The period of performance is August 1, 2006, or date of award, whichever is later, through July 31, 2007. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. The FSC for this is B510 and the NAICS Code is 541990, small business size standard is $6.5 million. The government intends to award a firm-fixed price purchase order for this requirement. Rutgers University is the only known source capable of performing the required development. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 P.M. July 28, 2006 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required items. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
