- The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis under the Simplified Acquisition Procedures, a firm fixed price award to Midway Enterprise, P.O. Box 13, Caliente, Nevada 89008-0013. The purpose of this acquisition is to maintain and support the Federal Oversight Survey System (FOSS). The FOSS system is the tool that the regions used to evaluate how the State Agency teams conduct their long-term survey. The primary users of this product are the survey and certification surveyors in the regional offices. The critical timeframes, the lack of internal coding knowledge, and the complicated software structure make it almost impossible to select and untrained and unfamiliar contractor. Mr. Campbell is the recognized expert in the management collection, analysis, documentation and dissemination of FOSS data. Mr. Greg Campbell is the principal in Midway Enterprise, and is the original developer of the FOSS; his specific expertise makes Midway Enterprise uniquely suited for the procurement. All responsible sources may submit capability statements in consideration to the Agency at the above address.
