Description

The Food and Drug Administration intends to award a purchase order on a sole source basis to Mr. Gilbert B Kaplan, who will be responsible for developing CVM?s portion of the Office of Regulatory Affairs (ORA) Field Workplan. Mr. Kaplan will review and comment on the ?PAD? table. He will develop a response to the annual ?Call? document. Mr. Kaplan will review, comment, and respond to all Workplan drafts received during the year. He will provide briefings for the CVM Field Committee and Center management on resource utilization/projections. He will use his expertise to assist the Center in the development and expansion of resource planning for the BSE and Pandemic Flu program areas. He will meet with Center Program Managers to discuss program resource needs for the upcoming year and will advise Center management on program utilization figures. Mr. Kaplan will work closely with the Field Committee and Center Management to negotiate resource cuts should they become necessary. Period of Performance: From date contract is signed in FY06 through the end of FY07 (September 30, 2007). Deliverables: The contractor will complete all data elements and deliver the Compliance Program planning pages of CVM?s portion of the ORA Annual Workplan. The contractor will provide written responses to all Workplan-related inquiries from ORA. The contractor will develop and present an annual Workplan briefing for the CVM Field Committee. The Office of Surveillance and Compliance is responsible for coordination and planning of the FY2007 Office of Regulatory Affairs (ORA), Field Workplan. Mr. Kaplan is the only known source currently possessing the wide array of knowledge and insight needed for the project, requiring the least amount of training to perform the assigned tasks. Prior to leaving the Center, Mr. Kaplan was solely responsible for overseeing this task for the Center. Mr. Kaplan has worked extensively with ORA, and the Center?s Field Committee on workplanning issues for many years. His previous experience in this area will enable him to provide the Center with written and oral advice in an efficient and expedient manner within the short timeframe in which the assigned tasks must be accomplished.
