Description
The National Institutes of Health (NIH) National Institute of Child Health and Human Development (NICHD) has a requirement to purchase the services of the University of Michigan, 3003 S State Street, Ann Arbor, MI 48109 for Pilot assessment of the use of a device for parent monitoring of novice teen drivers. Specifically, the University of Michigan will examine (1) the interest of parents in monitoring the driving of their novice teenagers; and (2) the experience of families who adopt one such device from the time pf provisional licensure for three months. This order will support data collected to assess (1) attitudes of 150 parent/teen dyads; and (2) data from monitoring devices installed in the vehicles typically operated by 20 newly provisionally-licensed teen drivers and from interviews with the teens and one of their parents periodically over a 3-month period. This work would be conducted in Michigan, which has a unique Graduated Driver Licensing program in place that includes 2-stage driver education that is of particular research interest. To the best of the Governments knowledge the proposed contractor is the only known source that can provide the services that we require. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received, before the closing date of this announcement, will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIH-NIDDK-06-908 will be available fifteen (15) days after the release of the RFQ. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is August 11, 2006.
