Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to Eicom Corporation, 8865 Spectrum Center Boulevard, #911, San Diego, California for a Microdialysis/HPLC System. This system includes: HPLCECD Stand alone, data processor, DA/5HT separation column (4.6 fai x 30mm), catecholamine analysis column, microsyringe pump (4 ch/2drive), microfraction collector, cooling unit for EFC-82, prepacked CA precolumn (4 fai) 3 pcs/pkg, microdialysis probe, shaft 2 mm, membrane 2mm, guide cannula 2 mm, dummy cannula 2 mm, rotating joint, and installation and technical tutorial. NIMH has a requirement to analyze levels of monoamines in the specific areas of the brain of mutant mice exhibiting aggressive behaviors. The above system by Eicom is integrated into a concise space (10 inches by 14 inches) and is controlled by one integrated console. The system also measures extremely small amounts of monoamine and allows an assay of 200 amol of dopamine. The system has not pulse dumper which provides the simplicity of usage and maintenance since the internal dead volume is minimized. The system also has a heater and cooler for the column and detector. The delivery is to Bethesda, Maryland by September 1, 2006. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. In order to be considered for award, all vendors must be registered in the Central Contractor Registry at www.ccr.gov.
