- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ60049 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. Delivery and acceptance will be at Bethesda, Maryland. This is a total small business set-aside. The National Institute on Drug Abuse on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) has a requirement for an AMP MR amplifier system. This system includes: 1 32 channel digital high density research acquisition system for MR, syncbox for phase synchronization, power pack complete with PSA?s, recorder second license, data analysis software, basic module and MRI module and installation. The delivery will be to 10 Center Drive, Bethesda, Maryland. This system needs to be MRI compatible multi channel electrophysiology recording system that integrates the entire electrophysiology recording system, including a 32 channel amplifier system, a synchronization box that allows electrophysiological signals to be recorded in synchrony with the fMRI recording, an acquisition software that allows for multiple types of data acquisition at different rates, filter settings and data size and data analysis software that provides a graphical interface for displaying, analyzing and plotting the data in different forms. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet the technical requirements (2) past performance. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The quotations are due July 25, 2006 3:00 PM EST and will be submitted to Susan A. Nsangou, Contracting Officer, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
