- This requirement is a 100% set-aside for small business. This is a combined synopsis/solicitation for commercial services and items prepared in accordance with the format in FAR Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation # HSFEHQ-06-RQ-0765 is issued as a request for quotation. The solicitation is being conducted under Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-12. The associated NAICS code is 237310 and the small business size standard is $21.5 million. The government will award a firm-fixed price (FFP) contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the government, price and other factors considered. The Federal Emergency Management (FEMA) has a requirement for asphalt paving the entrance road to Hope, Arkansas Staging facility located at 3910 West 278 Highway, Hope, AR 71801. The road will be 45? X 4600?, no base work is needed with 2 inch surface mix asphalt applied. Quotation should include all labor, materials and machinery needed to complete the job.
