- The Department of Housing and Urban Development (HUD) intends to issue a Request for Proposal (RFP) under FAR Part 15 to obtain contractor services (IPIA/DAPIA/SAA Monitoring and Inspection Contractor) to assist the Department in performing monitoring and enforcement of the Federally preemptive manufactured housing program. This effort includes parallel and concurrent monitoring of the 16 In-Plant Primary Inspection Agencies (IPIAs), 7 Design Approval Primary Inspection Agencies (DAPIAs), and the 38 participating State Administrative Agencies (SAAs), and issuing and accounting for certification labels and fees. Through this solicitation, HUD seeks to identify a contractor with the qualifications, commitment, expertise, and experience to provide quality analyses and recommendations for various functions of the Department?s manufactured housing regulatory program. The IPIA monitoring tasks require performance observation of third-party inspection agencies (IPIAs) that perform in-plant inspections of each home under construction and review notification and correction plans. The DAPIA monitoring tasks require the contractor to assist HUD in tasks required to evaluate the performance of design approval agencies and provide recommendations to HUD on related aspects of the program. The SAA monitoring tasks are to assist HUD in monitoring and verifying that the 38 SAAs handling manufactured housing related consumer complaints for HUD are performing satisfactorily. Miscellaneous support and auxiliary services will be detailed under principal task sections of the SOW. These items include program-related assistance, alternative construction reviews, analysis of technical issues, accounting for fees, and label controls. The applicable NAICS code is 561110 and the size standard is $6.0 million. The period of performance will not exceed 66 months, including the Base Period and all Option Periods, if exercised. The RFP release date will be on or about August 3, 2006. However, the Government may solicit some items on a fixed-price basis.
