Description
This announcement serves as notice to all potential offerors that, on or about 17 AUG 2006, the 653rd Electronic Systems Wing, Electronic Systems Center (ESC), Hanscom AFB, MA anticipates release of a Request for Proposal (RFP) for the High Data Rate-Radio Frequency (HDR-RF) Ground Terminal program. The HDR-RF Ground Terminal program will consist of three phases. The current phase, Phase 1, will award up to two contracts for the fabrication of a Software Communications Architecture (SCA) version 2.2.1 HDR-RF ground modem, demonstration/testing of the modem hardware, and porting/running of a Government provided test waveform. Future phases of the program include Phase 2 and Phase 3. Phase 2 will port and demonstrate the FAB-T developed operational waveform and then will qualify the modem. Phase 3 will integrate the HDR-RF ground modem into an existing quad-band SATCOM terminal and then will qualify, certify, produce, and field the system to communicate over the Wideband Gapfiller Satellite using transponded Ka-band satellite communications This NOCA does not constitute a Request for Proposal (RFP) and it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. Contractors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition?s solicitation and contract.
