- Description The purpose of the sources sought is to determine if there are small businesses capable of performing the requirement prior to the issuance of a Request for Proposal. The NAIC for this requirement is 541511; Size standard $23million. THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to the issuance of a Request for Proposals for managerial, support, and technical disciplines to include: requirements developm ent; strategic, business, and implementation plan development; impact analysis of policy and program legislation; project management, systems analysis, economic analysis; acquisition management support; architecture and design; report development, data bas e development and maintenance; and software development and maintenance to include developmental testing and evaluation and proof of concept testing, quality assurance, systems administration and support of the development, test and productions systems, ma intenance of program documentation including the System Security Authorization Agreement (SSAA), trusted facilities management of the FCMP, service desk and training support . The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought. The Contracting Center of Excellence (CCE) is soliciting information from potential sources and seeking qualified small business sources on behalf of the Army Publishing Directorate to provide pro gram management services at the Army Publishing Directorate in Alexandria, Virginia. Mix of Labor In the base period of performance and each option year personnel in the following Government equivalent categories may be required: Description Estimated Hours Sr. Systems Architect 3760 Systems Architect 3760 Principal Functional Subject Matter Expert 2820 Sr. Functional Subject Matter Expert 5640 Principal Training Specialist 5640 Principal Task Order Project Manager 4700 Associate Information Architecture Specialist 9400 Functional Subject Matter Expert 1880 Data Base Analyst 1880 Associate Information Systems Engineer 1880 Quality Assurance Specialist 1880 Help Desk Support 3760 Respondents having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought including : commercial market information and company information via e-mail, substantive current and/or recent past performance references that identify the contract number, customer, contract value, type of contract, period of performance, prime or subcontract,, brief description of services, Contracting Officers Representative (COR) name, COR e-mail and telephone number. Corporate information requested: company name and address, corporate contact points, CAGE code and a copy of your current CCR data. Response should include the following information: company name, address, point of contact, phone number and e-mail address. Respondents are requested to submit a Capability Statement that clearly addresses your corporate capabilities. The capability statement is not to exceed fifty (50) pages and must provide a summary of relevant experience and knowledge that addresses the ent ire scope of this requirement. The statement must include substantive current and/or recent past performance references that identify the contract number, customer, contract value, type of contract, period of performance, prime or subcontract,, brief desc ription of services, Contracting Officers Representative (COR) name, COR e-mail and telephone number. Corporate information requested: company name and address, corporate contact points, CAGE code and a copy of your current CCR data. Response should include the following information: company name, address, point of contact, phone number and e-mail address. Also advise the Government of pending changes in small business status. The capability statement will be evaluated to determine if at least two (2) small businesses are capable of performing the Performance Work Statement (PWS); however, respond ents will not be notified of the results. Evaluation factors include Past Performance, Technical Ability, and Knowledge of systems used. The anticipated period of performance for this requirement is one (1) year base with four (4) one year options. All dat a received in response to this Sources Sought that is marked as Corporate Proprietary will be fully protected from release outside the Government. Please do not submit classified material. Again, this Sources Sought is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought. No reimbursement will be made for any for any cost associated with providing information in response to this solicitation.
