- Description The purpose of the sources sought is to determine if there are small businesses capable of performing the requirement prior to the issuance of a Request for Proposal. The NAIC for this requirement is 541511; Size standard $23million. THIS IS NOT A SYNOPSIS FOR A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential sources prior to the issuance of a Request for Proposals for program management and services for development of a publishing content managemen t system to include: business process analysis and implementation plan, acquisition management support, software development and maintenance, including proof of concept testing, architecture and design, report development and program development. The Gover nment is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought. The Contracting Center of Excellence (CCE) is soliciting information from potential sources and seeking qualified small busin ess sources on behalf of the Army Publishing Directorate to provide program management services at the Army Publishing Directorate in Alexandria, Virginia. Mix of Labor In the base period of performance and each option year personnel in the following Government equivalent categories may be required: Description Estimated Hours Principal (Functional) Program Manager 1880 Principal Lead Developer 1880 Principal Technical Director 1880 Principal Requirements Analyst (2 FTE) 1920 X 2 = 3840 Associate Database Admin/Developer 1880 Principal Database Developers (2 FTE) 1920 X 2 = 3840 Principal Technical Resource 1880 Associate Systems Engineer 1880 Associate Senior Architect 1880 Associate Testing Manager 1880 Associate System Administrator 1880 Associate System Security Engineer 1880 Associate Developer 1880 Associate Project Controller 1880 Respondents having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought including : commercial market information and company information via e-mail, substantive current and/or recent past performance references that identify the contract number, customer, contract value, type of contract, period of performance, prime or subcontract,, brief description of services, Contracting Officers Representative (COR) name, COR e-mail and telephone number. Corporate information requested: company name and address, corporate contact points, CAGE code and a copy of your current CCR data. Response should include the following information: company name, address, point of contact, phone number and e-mail address. Respondents are requested to submit a Capability Statement that clearly addresses your corporate capabilities. The capability statement is not to exceed fifty (50) pages and must provide a summary of relevant experience and knowledge that addresses the ent ire scope of this requirement. The statement must include substantive current and/or recent past performance references that identify the contract number, customer, contract value, type of contract, period of performance, prime or subcontract,, brief desc ription of services, Contracting Officers Representative (COR) name, COR e-mail and telephone number. Corporate information requested: company name and address, corporate contact points, CAGE code and a copy of your current CCR data. Response should include the following information: company name, address, point of contact, phone number and e-mail address. Also advise the Government of pending changes in small business status. The capability statement will be evaluated to determine if at least two (2) small businesses are capable of performing the Performance Work Statement (PWS); however, respondents will not be notified of the results. Evaluation factors include Past Performance, T echnical Ability, and Knowledge of systems used. The anticipated period of performance for this requirement is one (1) year base with two (2) one year options. All data received in response to this Sources Sought that is marked as Corporate Proprietary wil l be fully protected from release outside the Government. Please do not submit classified material. Again, this Sources Sought is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be a warded as a result of this Sources Sought. No reimbursement will be made for any for any cost associated with providing information in response to this solicitation.
