Description
GREEN BROOK FLOOD CONTROL PROJECT  TALMAGE AVE BRIDGE MARKET SURVEY GENERAL The New York District, U.S. Army Corps of Engineers (District) is in the process of developing the plans and specifications for the raising of the Talmage Ave Bridge as part of the Green Brook Flood Control Project. This project consists of replacement of the Talmage Ave Bridge, raising of the bridge crest and construction of a temporary pedestrian bridge. This project includes approximately 1,820 ft of roadway improvements along Talmage Ave, East Main Street, Tea Str eet and Wheatland Ave. The levee north of Talmage Ave will be extended south approximately 520 ft to meet the roadway crest elevation near the intersection of Talmage Ave and Tea Street. A further levee extension approximately 155 ft will be constructed fr om Talmage Ave southward to tie into the New Jersey Transit Railroad embankment. A culvert approximately 1,020 ft will be constructed under Talmage Ave and the New Jersey Transit Railroad embankment parallel to the Middle Brook to its outfall. Estimated Construction Cost: 8  12 Million Dollars NAICS: 237310 OPERATIONAL CONSTRAINTS The Contractor will conform to all local, state, and federal laws while carrying out the construction process for this project. The Contractor will be required to meet the time constraints of the construction project due to the impedance of traffic across the bridge and the start of the baseball season at the nearby baseball stadium. The Contractor is required will be required to coordinate with all involved utilities concerning the utility relocation detailed designs and phasing. The Contractor shall prepare and submit a site-specific safety and health plan to the government for approval prior to mobilization. SURVEY OF THE CONSTRUCTION CONTRATOR INDUSTRY The following is a confidential survey questionnaire designed to apprise the US Army Corps of Engineers, NY District, of any prospective construction contractors project execution capabilities. Please provide your response to the following questions. At t he end of this survey you will be asked to provide your comments. General 1) Have you ever worked on bridge construction or flood control structures construction jobs similar in nature to this project? If so, please describe the project and for whom the work was performed. Identify a point of contact and phone number. 2) Would you be willing to bid on the project described above? If the answer is No, please explain why not? 3) Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? 4) Is there a dollar limit on the size contract that you would bid? 5) What is the largest construction contract (in dollar amounts) on which you were the prime contractor? 6) What is your bonding capacity per contract? What is your total bonding capacity? 7) Have you worked with utility relocation window restrictions, e.g., Heating Gas Utilities during winter months? 8) Is your company a small or large business as defined by the SBA? Is your firm classified as an 8a, Service Disabled Veteran Owned Small Business or HubZone Business? Equipment 9) What type of heavy construction equipment do you own and/or operate that is suitable for the work described? For each item of equipment that you list, please specify its load capacity, modifications and any other relevant characteristics. All interested firms MUST provide qualification statements and the firms available bonding capacity. The deadline to respond to this survey is 28 July 2006 2:00 P.M. This compilation is necessary to enable the U.S. Army Corps of Engineers to determine if an available pool of qualified SBA certified 8A firms serviced by NJ or NY District offices, Hubzone, or Service Disabled Veteran owned small business firms are available to compete for this effort. Interested firms are instructed send responses to this announcement to Adriana Dunaway via e-mail at Adriana.A.Dunaway@nan02.usace.army.mil and provide documentation that illustrates the firms capabilities and prior efforts that are similar to the subject construction effort. This announcement does no t imply that the Government is obligated to award this effort in the future. All interested and qualified parties are encouraged to reply. Upon conclusion of the compilation, if the Government has determined that the qualified pool is not significant enoug h for a restricted competition, this requirement, if advertised, may be solicited as an unrestricted requirement, or may be canceled. DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors mu st be registered in the Department of Defense (CCR) database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration and annual confirmation requirements may be obtained by calli ng 1-888-227-2423 or via the Internet at http://www.ccr.gov. This announcement neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought notice should not be construed as a commitment by the Government for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms.
