Announcement Title: Description: The Naval Surface Warfare Center, Carderock Division seeks sources within industry with commercial-off-the-shelf (COTS) equipment/technologies for processing non-oily wastewater (combined blackwater and graywater) that is generated on U.S. Navy aircraft carriers. The system must be capable of processing wastewater from 5000 persons with the following wastewater characteristics: 51 gal/person-day Five-day biochemical oxygen demand (BOD5): 0.131 lbs/person-day Total suspended solids (TSS): 0.160 lbs/person-day The desired equipment must prove it is capable of producing an effluent with the following characteristics: BOD5: 50 mg/L TSS: 100 mg/L Fecal coliform: 200 colony forming units/100 mL The following are mandatory characteristics of the subject equipment: Equipment should be currently used on a commercial passenger vessel with at least 3000 crew and passengers to process non-oily wastewater. Equipment should be currently monitored or monitored in the past three years for compliance by a qualified third party that ensures it meets the above effluent limits or standards that are stricter than the above limits. Equipment should have an operating weight of no greater than 250 long tons. Equipment must be able to process the full daily wastewater volume in 24 hours and be capable of handling daily variations in volumetric flow through the use of an equalization tank. Equipment should be fully supportable in a shipboard environment. Equipment should be corrosion resistant, as it has to operate in a marine environment. Equipment must be capable of operating off of standard shipboard services. Equipment should qualify for continuous discharge in Alaskan waters by the Alaskan Department of Environmental Conservation. Equipment should come with technical documentation that outlines operation procedures, routine maintenance requirements, troubleshooting procedures, and adjustment/repair procedures. Minimal manning, maintenance and training to operate and maintain equipment is desirable. Equipment should be logistically supportable. Equipment should be rugged and capable of withstanding rough handling. Equipment should be capable of dewatering and drying any byproducts such as sludge. Equipment should be certified for shipboard vibration, shock and electromagnetic interference requirements. Potential sources with an off-the-shelf technology that would meet the criteria specified above are required to provide information describing their product lines. Responses to this synopsis are requested within 30 days from the date of publication. This synopsis is for informational purposes to identify capable potential offerors. It does not constitute an RFP and should not be construed as a commitment by the government. There is no additional information available for release at this time.
