- The Naval Surface Warfare Center Panama City, Florida intends to solicit Word Master, P.O. BOX 28138 Panama City, Florida 32411, on a sole source basis for the Improved Seabasing in Strategic Sealift Research and Development Program Technical Support. This acquisition is sole source for the following reasons. The nature of the tasking and the limited timeframe of the deliverables requires a Contractor with the first hand knowledge and understanding of ongoing and prior R&D programs associated with Fueling At-Sea (FAS) and shipboard material handling systems, as well as USN and merchant ship design. Also, this Contractor is not affiliated with any of the other maritime Contractors serving NAVSEA, and can therefore provide the Government an independent evaluation of these other Contractor?s tasking performance and deliverables. This order requires a Contractor with both the knowledge and understanding of Seabasing related USN R&D programs, and must be able to independently monitor the performance of other ongoing Navy Contracts. A firm-fixed-price order is anticipated. Award will be based on the written quotation. Delivery will be to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. The employees. FSC is AD96.anticipated award date will be on or about July 25, 2006. NAICS Code 541330 applies. SBA Size Standard is 25M
