- Description
- The Naval Surface Warfare Center - Panama City (NSWC PC), Panama City, Florida intends to solicit the University of Virginia (UVA), Charlottesville, VA on a sole source basis for development of a new simplified model of ?humans in high-speed craft? that may be created from the validated MADYMO model in support of the NSWC PC Shock Mitigation Project. The UVA Center for Applied Biomechanics (UVA CAB) possesses the unique knowledge and skills to perform the work required to develop the improved Human Dynamics and Injury Model. The UVA CAB has had long-term exposure to the NSW combatant craft community through numerous visits and interviews with Special Boat Team boat operators and medical officers. The UVA CAB possesses unique and in-depth experience with the selected lumped-mass whole body model; specifically the MADYMO model developed by TNO, Inc. UVA, moreover, was selected by TNO, Inc. to participate in development of the model. The UVA CAB developed and solely possesses unique knowledge related to the dynamics of the rigid and suspended seats used. The UVA CAB developed and solely possesses the full suite of injury assessment algorithms required to perform the required studies. Award will be based on the written quotation. Delivery will be to the Naval Support Activity-Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. Anticipated award date will be on or about July 24, 2006.
