- The Space and Naval Warfare Systems Command (SPAWAR) in support of Naval Sea Systems Command, Program Executive Office Littoral & Mine Warfare (PEO LMW) Detachment San Diego, (PMS-485) intends to conduct a full and open competition for the operation of the Integrated Undersea Surveillance System (IUSS) Logistics Support Facility (LSF), Norfolk, Virginia in support of the continuing IUSS mission. The contract will contain logistics support tasks for the LSF to include supply support, inventory management of both Navy and non-Navy assets, and IUSS Configuration and Logistic Management System (ICLMS) operations and maintenance for IUSS mission equipment, including Surveillance Towed Array Sensor Systems (SURTASS); Fixed Surveillance System (FSS); Advanced Deployable Systems (ADS); International Programs/Foreign Military Sales (FMS); and other special project tasks requiring logistic support services. The services provided under this contract will be: 1) Program Management; 2) Operation of the Logistic Support Facility for Worldwide IUSS Support, to include, Accounting Services, Supply Support Management Services, providing Inventory Management, performing Packaging, Handling, Storage and Transportation, coordination and performance of Deactivation/Reactivation/Remoting of Ships and Shore Sites, coordination of the tracking and control of IUSS Ship and Shore Government and Contractor Furnished Equipment (GFE and CFE); 3) Operate, Maintain and Manage the IUSS Configuration and Logistic management System (ICLMS) to include, Operation Maintenance and Management of the ICLMS, ICLMS Software Configuration, participation in the ICLMS Configuration Control Board (CCB) and the Logistics Control Board (LCB), applying software quality assurance, maintain an ICLMS software data repository, providing changes to ICLMS engineering data, ICLMS Operations, Maintenance, and Development, performing software development and maintenance for the ICLMS; 4) Administrative Services; and 5) Outfitting for IUSS Afloat and Ashore Sites. These support services are currently being provided by Resource Consultants Incorporated (RCI) of Norfolk, Virginia. The anticipated award date is 31 January 2007 with the period of performance from 01 February 2007 through 30 September 2007 with four option years. The Government intends to award a Cost Plus Award Fee (CPAF) contract with a total estimated value between $14.5M and $16.5M. The Government plans to hold a site visit of the facility to provide potential offerors the opportunity to obtain a better understanding of the contract and proposal requirements to staff the Logistics Support Facility. The date and time of the site visit are TBD.
