- This announcement is issued for informational and planning purposes. This Request for Information (RFI) is not a request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Bureau of Public Debt on behalf of the Armed Forces Retirement Home is hereby seeking sources that can provide the services defined in the attached scope of work. The objective of this RFI is to obtain technical capability statements from interested parties capable of performing these functions by providing information on past performance experience and a description of primary services provided to Government or commercial customers related to this type of work. All interested parties are hereby invited to submit a technical capability statement of no more than five pages to illustrate technical capabilities and which must address the following areas: 1)Provide evidence of at least 15 years of corporate experience in the design of Continuing Care Retirement Community (CCRC) projects. 2)Provide evidence of design of at least three (3) CCRC projects in the last five years. Include past performance references with point of contact information. 3)Provide evidence of design of at least two (2) CCRC projects in the magnitude of construction range of $20,000,000 or above. Include past performance references with point of contact information. 4)Provide evidence of at least two (2) preparations of CCRC bridging documents for design/build construction. Include past performance references with point of contact information. 5)Specialized experience for the work required. 6)Professional qualifications of experienced key personnel and consultants. 7)Capacity of the firm to perform the work. 8)Past performance on contracts related to the services described in the Statement of Work and experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Past performance on contracts with Government agencies and private industry will be reviewed in terms of cost control, quality of work, and compliance with performance schedules. In your response, please reference RFI-AFRH-0001-06. Responses submitted will assist the Government in its market research to determine the availability of commercial sources and the acquisition strategy in terms of set-aside requirements. In order for the Armed Forces Retirement Home to assess set-aside possibilities, interested parties shall also include a cover letter that includes company name, points of contact, telephone numbers, fax numbers, e-mail addresses for points of contact, prime or sub-contractor interest, and identify the company as being one or more of the following; small business, small business 8(a), HUBZone small business, small disadvantaged business, woman-owned small business, veteran-owned small business, or service-disabled veteran-owned small business. STATEMENT OF WORK: This is a multi-disciplined Architect-Engineer IDIQ contract. Professional capabilities include, but are not limited to, architectural in the field of housing and health care for the aging, interior design, civil, structural, mechanical, electrical, geotechnical, survey, landscaping, food service consultant, cost estimator, historic preservation, and construction management. The work consists of specific architectural and engineering services for a Continuing Care Retirement Community to include, but not limited to, feasibility study, concept design, plans and specifications, construction cost estimates, field engineering investigation, new building and renovation work, construction management and bridging documents for design/build for the Armed Forces Retirement Home (AFRH). The primary work site is at the Washington, DC Campus and secondary work sites may include other locations throughout the United States.
