- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH THE UNIVERSITY OF IDAHO (UI). PURPOSE IS TO PROVIDE STATISTICAL CONSULTING FOR THE NATIONAL MARINE FISHERIES SERVICE, NORTHWEST FISHERIES SCIENCE CENTER (NWFSC). THE NWFSC PROVIDES SCIENTIFIC AND TECHNICAL SUPPORT TO NMFS FOR THE MANAGEMENT, CONSERVATION, AND WISE USE OF THE NORTHWEST REGION’S MARINE AND ANADROMOUS RESOURCES. LARGE QUANTITIES OF MONITORING DATA ARE COLLECTED ON HABITAT AND STREAM QUALITY THROUGHOUT THE PACIFIC NORTHWEST. NWFSC PROJECTS IN THE MATHEMATICAL BIOLOGY PROGRAM ARE ONGOING TO THE PROBLEM OF IDENTIFICATION OF GOOD POPULATION AND ECOSYSTEM INDICATORS AND IDENTIFCATION OF CHANGE IN INDICATORS USING STREAM MONITORING DATA FROM THE INTEGRATED STATUS AND EFFECTIVENESS MONITORING PROGRAM (ISEMP). PROPOSED CONTRACTOR WILL PROVIDE STATISTICAL ANALYSIS FOR AN ON-GOING RESEARCH PROJECT ON 1) IDENTIFICATION OF ROBUST INDICATORS OF POPULATION STATUS, 2) DEVELOPMENT OF METHODS AND THEORY FOR ADAPTIVE MANAGEMENT OF POPULATIONS IN HIGHLY STOCHASTIC ENVIRONMENTS USING MODERN STATISTICAL METHODS FOR INTEGRATING STOCHASTIC POPULATION MODELING INTO MANAGEMENT DECISION-MAKING, AND 3) DEVELOPMENT OF STATISTICALLY MOTIVATED MODEL AND RISK METRIC SELECTION AND IDENTIFICATION OF ROBUST RISK METRICS. DR. BRIAN DENNIS AT THE UI HAS BEEN AT THE FOREFRONT IN THE DEVELOPMENT OF STATISTICAL TOOLS FOR USE IN ECOLOGY AND NATURAL RESOURCE MANAGEMENT. HE CO-DEVELOPED METHODS USING MULTI-VARIATE AUTOREGRESSIVE MODELS TO ESTIMATING SPECIES INTERACTIONS WITH ENVIRONMENTAL COVARIATES FROM STOCHASTIC ECOLOGICAL DATA, AND HE WAS AN EARLY PIONEER IN DEVELOPING METHODS FOR CONNECTING MATHEMATICAL POPULATION MODELS AND STOCHASTIC ECOLOGICAL TIME SERIES DATA. HE INTRODUCED ONE OF THE FIRST STATISTICAL APPROACHES FOR ESTIMATING GROWTH AND EXTINCTION PARAMETERS IN ENDANGERED SPECIES. DR. DENNIS HAS WRITTEN SCIENTIFIC PAPERS RE-INTERPRETING FUNDAMENTAL ECOLOGICAL CONCEPTS IN LIGHT OF THE PERVASIVE VARIABILITY OF N ATURAL POPULATIONS. DR. DENNIS’ WORK HAS BEEN CITED IN OVER A THOUSAND SCIENTIFIC ARTICLES AND IN MANY UNDERGRADUATE AND GRADUATE ECOLOGY TEXTBOOKS. SOURCES WITH SIMILAR QUALIFICATIONS AND EXPERIENCE MAY SUBMIT SAME IN WRITING. SUCH INFORMATION SUBMITTED WILL ONLY BE USED TO DETERMINE IF A COMPETITIVE SOLICITATION WILL BE ISSUED. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000.
