Description
REVISED SOURCES SOUGHT The Defense Logistics Agency (DLA) / Defense Supply Center Richmond (DSCR) is continuing to explore an effort to implement a Chemical Management Services (CMS) program to support DLA customers throughout the Department of Defense. It is anticipated that Oklahoma City Air Logistics Center (OC-ALC) will be the first task order for implementation of a CMS program. This initiative is designed to provide a strategic, performance-based approach where a Chemical Service provider supplies and manages chemicals and related services for individual site locations with the goal of improving lead-times, reducing costs, and increasing customer satisfaction while allowing the customer to focus on their core competencies. Sources are sought for a potential 5 year contract that will provide third party chemical management services support to DLA customers who desire these services. The anticipated contract type is for services with potential for a 5 year option period. It is anticipated the contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with multiple awardees. The basic IDIQ awardees will become pre-qualified sources that can then compete for task orders (implementing CMS at individual base locations). The prospective CMS provider(s) will act as the single point of contact for all chemical transactions to include hazardous material. The following items may be included in a CMS program, but is not limited to only the following: paints, welding equipment, sealants, adhesives, lubricants, and gases (Federal Supply Classes 6810 ? 50, 7930, 8010, 8030, 8040, 9110, 9130, 9135, 9140, 9150 and 9160). Number of NSNs/items included in a CMS program will be determined at the task order level. However, approximately 600 ? 800 NSNs may be covered under the initial OC-ALC task order with the possibility for additional NSNs after contract award. The anticipated scope of services is as follows for the basic IDIQ contract however, individual site(s) may encompass all or only a portion of the following which will be identified when the site level statement of work is prepared: Forecasting collaboration with OC-ALC ? accurately predicting future requirements/demand patterns. Procurement/purchasing ? prospective CMS provider will be responsible for all actions related to the acquisition and delivery of specific chemical NSNs. Inventory management/storage/warehousing ? the direction and control of activities with the purpose of getting the right inventory in the right place at the right time in the right quantity in the right form at the right cost. Environmental, Safety, and Occupational Health (ESOH) services (to include waste collection & possibly disposal) ? to provide an effective, sound, environmentally safe occupational health management system. It is intended to be used in conjunction with other pertinent procedures, regulations, manuals, and guidance documents that support environmentally sound management. Data management ? to include IT solutions suitable to the customer - providing business data such as material costs, service fees tracked by department, and operational data. SUMMARY One of the elements to be gained from this sources sought is to gauge the industry for chemical management services capability and determine the socioeconomic status of the industry base for this type of initiative. All respondents are requested to indicate their business size status under the proposed NAICS code (561210) and whether or not their company qualifies in any sub-category (i.e. 8(a), HUBZone, SDVOSB, WOSB). Offers should not be included and will not be accepted at this time. This initiative is still in the initial phase of market research.
