Description
THE SOLICITATION FOR THIS PROJECT WILL BE POSTED FOR REVIEW AND PRINTING ON THE FEDBIZOPPS WEBSITE IN APPROXIMATELY 15 DAYS. SOURCES SOUGHT for Review of Policy Manuals, Guides, and Handbooks for DOI and FS Fire and Aviation. Make recommendations on the revision to incorporate new doctrine. The National Interagency Fire Center (NIFC) intends to contract for a study of existing policies pertaining to existing Fire and Aviation Management discipline. The study will be performed upon a number of existing government documents. The magnitude of this study is expected to be approximately 1600 pages of documents. (A) The results of this study will reveal the following: (1) - Determination of guidelines, handbooks, and policy components that are redundant, contradictory, written incorrectly, appear to be organized into the wrong document, or incomplete. This would be in accordance with the framework described in the emerging U.S. Forest Service Fire & Aviation Management Foundational Fire Suppression Doctrines. (2) - Build a design and analysis plan and categorization system for disposition of the contents of designated documents. (3) - Construct a revision plan to reorganize content. (4) - Construct a database or spreadsheet (in Microsoft Excel or Access) for the analysis to disposition at a minimum the Classification?determine if component is doctrine, rule, guideline, or elaboration. (5) - Where reasonable/appropriate/possible, determine and recommend a course of action and rationale. (6) - Recommend a place in reorganization scheme. (7) - Outline a scope of work that would enable the government to: Prioritize items and documents and scope level of effort to determine what work groups/subject matter experts could be established to handle the conversion or revision of the documents. The contemplated contract time for the above activities is 90 calendar days. (B) A qualified contractor will possess the following skill-set: (1) - Familiarity with the U.S. Forest Service operation firefighting culture. (2) - Familiarity with the Incident Command System (ICS) and the potential application of emerging doctrinal principles within the ICS. (3) - Background expertise in doctrinal development and strategic planning for organizations working in high-risk, high consequence environments. (4) - Technical analysis, writing, editing and presentation skills. To the best of our knowledge, there is only one source that possesses the above skill-set to respond to this need. That source is Mission Centered Solutions of Denver, CO. If no other source is found, it would be our intent to award a sole-source contract to the above named company.
