- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. This requirement is unrestricted and all interested Contractors may submit a quotation.*** *** The National Institute of Standards and Technology is seeking to purchase One (1) FT-IR Microprobe which shall include a microscope, camera, FT-IR spectrometer, computer/software, installation and training.. ***All interested Contractors shall provide a quote for the following: ***Line item 0001, Section (1) is a brand name or equal item. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency?s needs.*** Line Item 0001: Quantity One (1) FT-IR Microprobe, which shall meet or exceed the following required specifications: (1) Microscope: Olympus BX-51 or EQUIVALENT: The system shall include an infinity-corrected polarized light microscope that is commercially available and capable of all common imaging modes, including fluorescence and differential interference contrast, and for which parts can be purchased. The microscope must meet the following requirements: 1) 360 degree rotatable stage, graduated with vernier scale and locking nut; 2) Fluorescence capability, including 3 cubes and a mercury (or equivalent) light source 10x and 40x fluorite objectives on a multi-position nosepiece with compensator slot; 3) A nosepiece that allows centering of individual lenses; 4) Polarizing substage condenser with rotatable polarizer and swing-out high NA lens; 5) Transmitted and reflected illumination (with simple switch to select illumination); 6) Lamps must be focusable and centerable; 7) Neutral density filters; 8) Conoscopic attachment with focusable, centerable Bertrand lens; 9) Widefield oculars with diopter adjustment and eye cups with 1 cross-hair reticle. (The Olympus BX-51 has been identified as an acceptable microscope because NIST currently owns an Olympus microscope which will allow for interchangeable optical elements.) (2) Camera: A high resolution (minimum 1 megapixel) color, cooled, digital camera and phototube with adapter and lens, that must be mounted to the microscope. The camera shall be controlled by software provided with the system, or compatible with ImagePro (Media Cybernetics). (3) FT-IR Spectrometer: Shall be integrated with the microscope and use a diamond attenuated total reflection (ATR) objective that is mounted on the same nosepiece that accommodates the standard light microscope objectives. The Spectrometer shall be capable of obtaining ATR spectra from particles as small as 20 micrometers. The system shall allow particles selected for analysis to be viewed through the ATR objective. The system shall also include an all reflective objective. The spectrometer shall include a KBr beamsplitter and have a wavelength range of 4000 ? 650 reciprocal centimeters and a resolution of 2 reciprocal centimeters. (4) Software/Computer: The system shall have a computer with a minimum 40GB hard disk and a 3 GHz Pentium 4 Processor; with MS Windows XP operating system (NIST is currently using these operating systems. Therefore, these systems are required to ensure compatibility). The system shall have software to allow image collection, FT-IR spectra collection, and search/match of spectra against libraries of reference spectra. The libraries shall contain spectra of common chemicals, explosives (energetic) compounds, drugs (pharmaceuticals and illicit drugs), fibers, and polymers. The software shall allow output of the data and images in common formats, such as TIF for images, and ASCII for data. The software shall run under MS Windows XP, and shall allow multiple user logins, each requiring a password and capable of connecting to a LAN and joining an MS Windows NT domain or Active Directory. The software shall operate when anti-virus software is installed and operational, and when a password protected screen saver is enabled. Line Item 0002: Installation and Training: The Contractor shall provide installation for the FT-IR Microprobe System. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, set-up and hook-up of the Microprobe, demonstration of all required specifications, and removal of trash. Onsite installation and demonstration shall be done at NIST, Gaithersburg, MD. The Contractor shall demonstrate the correct operation of all functions of the FT-IR microscope system, including operation of the spectrometer, analysis of spectra, collection of images, and storage of data. The system will be demonstrated with a user-supplied sample of the explosive formulation C-4 on a glass slide containing particles from 20 micrometers to 100 micrometers in size of the energetic compound RDX. The vendor shall provide individualized training to two people, at NIST Gaithersburg, MD. The system manuals for hardware and software shall be provided. ***The Contractor shall provide a minimum of a One (1) Year Warranty for the instrumentation.*** ***Delivery shall be completed not later than 6-8 weeks after receipt of an order and shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***Installation shall be completed not later than 2 weeks after receipt of system. Any installation charges shall be included with quotation for product. Installation and training must be scheduled in advance.*** *** Award shall be made to the quoter whose quote offers the best value to the Government, technical capability, past performance& price shall be considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance and 3) Price. Technical capability and past performance shall be of equal importance to price. If Technical Capability and Past Performance are equivalent, price shall be the determining factor.*** Technical Evaluation: Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include product literature, which addresses all specifications & clearly documents that the product offered meets or exceeds the specifications identified herein. Past Performance: Past Performance will be evaluated to determine the overall quality of the product & service provided and the Contractor?s history of meeting delivery schedules for prior deliverables. Evaluation of Past Performance shall be based on the references provided and/or the quoters recent and relevant procurement history with NIST or its? affiliates.
