Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis to Analytical Spectral Devices, Inc. under the authority of FAR 13.106-1 (b) Soliciting From a Single Source. The object of this requirement is purchase a compact field portable array spectroradiometer meeting the following requirements: (1) must cover the spectral range from 350 nm to 2500 nm (threshold); 300 nm to 2500 nm (goal) as a single, integrated system. It must not have any second order spectra; (2) fiber-optic coupled, with options for radiance (2 - 5 degree FOV) and irradiance fore optics; (3) spectral resolution of 3nm (threshold) at 700 nm; of 10 nm (threshold) at 1400 nm; of 10 nm (threshold) at 2100 nm; (4) Stay Light must be less then 0.02% from 350 -1000 nm and less than 0.1% from 1000nm to longer wavelengths; (5) detector Noise: 1.4 x 10-9 w/cm2/sr/nm @700 nm; 2.4 x 10-9 w/cm2/sr/nm @140, 8.8 x 10-9 w/cm2/sr/nm @2100nm; (6) must operate in a 0 - 40c temperature range. The signal cannot change more than 0.1% /c; (7) LabView Drivers (VIs) to run and control all aspects of the spectroradiometer must be supplied; (8) Spectroradiometer must be able to be independently calibrated and characterize by customer; (9) NIST must able to write software to run and collect data from the spectroradiometer; (10) Must be able to integrate 1000 seconds without saturation; (11) wireless communications 802.11 (Wi-Fi) for up to 45 meters; (12) 10/100Base T Ethernet connectivity; (13) must be portable (easy to carry by one person weighting less than 150lbs). The total instrument must be less then 15 lbs.; (14) must be to be able to be operated from an ergonomic backpack which needs to be supplied; and (15) battery operated (4 hour minimum, 9 hours goal). Based on the market research, NIST has not identified any other sources that can provide the required repair services. The anticipated award date of this order is on or about fifteen (15) days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government whether to compete this proposed requirement based upon response to this notice is solely with the discretion of the Government.
