Description
The U. S. Department of Commerce/National Oceanic and Atmospheric/.NESDIS/ORA intends to negotiate with University of Maryland, Physics Department, Baltimore, MD on a sole source basis in accordance with the authority of 41 U. S. C. (C) (1) only one source to provide research for a Task titled Hyperspectral Environmental Suite (HES) Product System. The tasks will provide support simulation of measurements from the Hyperspectral Environmental Suite (HES) on the advanced Geostationary Environmental Operational Satellite (GOES-R Series). Contractor will develop an HES operational rapid transmittance algorithm (TYA) to support HES retrievals with in the NOAA/NESDIS/STAR. Tasks will include1) Develop the methodology to compute analytic Tangent-Linear, Adjoint, and Jacobian derivatives using a pre-launch RTA for HES thermal channels that have an estimated instrument line shape (ILS) and sampling of the HES instrument specifications (either NPOESS/CRIS like or GIFTS-like) 2) Must be compatible with the methodology and spectroscopy developed for the AIRS RTA and be suitable for design and development of the CRTM. The University of Maryland has developed the AIRS rapid transmittance code and installed it into the NOAA off-line retrieval systems that is being migrated into the HES Product System. They have developed the software and are aware of the changes that must be meet to come to the end product. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (under $100.000). Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capability. All written responses must include a written narrative of statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. A affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies
