Description
The U. S. Department of Commerce/National Oceanic and Atmospheric/NESDIS/NODC intends to negotiate with Research Office, Naval Postgraduate School, Monterey, CA on a sole source basis in accordance with the authority of 41 U. S. C. ( c )( 1 ), only one source to provide research services for the development of a strategy to optimally interpolate in-situ temperature and salinity observations from irregular distributions in time and space into gridded fields. The tasks will split over a two year period The Optimal Spectrum Decomposition method (OSD) has been developed at the Naval Postgraduate School (NPS) the software has been demonstrated as a powerful tool for reconstructing the velocity field in the Texas-Louisiana continental shelf from the near surface drifting buoy and current meter data and the chlorophyll-a concentration field in the Black Sea. NPS will be developing, testing, and assisting NODC in installing the OSD software at NODC during the first year and ultimately producing monthly temperature and salinity maps of the Pacific Ocean during the second year. Tasks will be: 1) Enhance the OSD method software to process temperature T and salinity (D) data from the NODC?s Global Temperature ?Salinity Profile Program (GTSPP) data sets. 2) Develop a strategy to extract ocean profiles from the Navy?s Master Oceanographic Observational Data Set (but not in the GTSPP data base) and incorporate with the profiles from GTSPP in the OSD calculation for producing the monthly gridded T-S fields. C) Product monthly averages and anomalies of the gridded T and S maps of the ocean areas in the vicinities of the pacific Islands from 1990 to 2006. D) Assist NODC in installing and testing the OSD software at the NODC computer. This requirement will be procured in accordance with the Federal Acquisition Regulations (FAR) Part 13 using simplified acquisition procedures. NAICS CODE 541710 500 employees. Offers certain they can meet the requirement are requested to submit in writing and affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not open the requirement to competition based upon responses to this notice is solely with in the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies.
