- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this notice. This is a solicitation for the U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), MacDill AFB, Tampa, FL., which is being issued for the purpose of acquiring from L3-COM/ACSS through an authorized distributor, two L3/ACSS Transponders Model No. XS-950 P/N 7517800-10005, one L3/ACSS Traffic Collision Avoidance System/Terrain Awareness Warning System Processor Model TT-952 P/N 9000000-20004, one L3/ACSS Aircraft Personality Module Model No. AP-950 P/N 9000001-10001, two L3 THALES VSI/TA Display P/N 457400GB1901, one Directional Antenna Model AT-910 P/N 7514081-904, one GPS ANTENNA P/N AT575-143WAC-TNCF-000-RG-30-NM. This combined synopsis/solicitation constitutes the only Request For Quote (RFQ) and a written hard copy RFQ will not be issued. This notice is hereby issued as RFQ No.NAAN6000-6-01307RFA. This is a restricted solicitation for other than full and open competition. Only the items listed above manufactured by L-3 COMM/ACSS are acceptable. This acquisition is for an additional plane set of these same components for use in a third NOAA P-3 aircraft. For research purposes the P-3 aircraft must be configured the same. This proposed action is for supplies for which the Government intends to solicit only authorized distributors of L-3 COMM/ACSS equipment under the authority of FAR 6.302 and no other type of supply item will satisfy agency requirements. This combined synopsis/solicitation is set aside 100% for small business. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11. Signed and dated quotes must be submitted to the U. S.
