Description
The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Coastal Environmental Health and Biomolecular Research (CCEHBR) is issuing notice of intent to award a firm fixed price type contract for DNA sequencing services of clones or PCR products associated with scleractinian coral or coral-associated bacteria. The scope of the requirement is expected to be in the order of 10,000 to 15,000 sequencing runs. The requirement includes: (1) the ability to provide DNA sequences from PCR fragments, plasmid DNA (cloned DNA) or bacterial glycerol stocks, (2) acceptance of single samples, 96-well or 384-well plate formats, (3) provide universal sequencing primers, (4) provide custom sequencing primers (i.e., specific for Clontech SMART system vector pTriplx2) in addition to universal sequencing primers, (5) delivery of DNA sequence reads of at least 400bp, but ranges of 600-700 are preferred and (6) guarantee above an 85% success rate for sequences within any given batch for the specified length of read. As part of the guarantee, less than 85% successful reads will either be re-sequenced at the contractor?s cost or the client not charged for the entire batch. The client can provide new template DNA, in the case of batch success rates below 85%, if requested. Delivery of sequence information should be via email which provides a secure link to download chromatograms of sequencing runs. The chromatograms should be delivered in ABI or SCF file formats. It is preferable that trimmed fasta files are also provided. Sequencing results for a given batch of samples should be delivered within 10 business days of receipt of that batch of samples. The period of performance for the intended firm fixed price type contract is September 1, 2006 through August 31, 2007. It is NOAA?s intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items and FAR part 13, Simplified Acquisition Procedures. This procurement is being issued as a 100% Small Business set-aside in accordance with FAR 52.219-6. The applicable NAICS is 541380 with a small business size standard of $11.0 million annually. The Request for Quotation (RFQ) will be issued on or about July 26, 2006 with responses due on or about August 10, 2006. The RFQ will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPS for the release of the RFQ, specification, drawings and all subsequent amendments.
